Please see attached credit reservation letter for the R3300B project. By way of this letter, the Northeast Cape Fear
Umbrella Mitigation Bank is reserving the requested mitigation credits (33.8 non-riparian wetland and 25.6 riparian
wetland credits) for this project. This reservation is valid until September 30, 2020 but can be extended if needed.

Dear Ms. Paugh:
Pursuant to your recent email transmittal (dated May 20, 2020), the Northeast Cape Fear Umbrella Mitigation
Bank (Bank) is providing acceptance to supply mitigation credits for impacts to jurisdictional wetlands associated
with NCDOT Project 3300B (conditional upon receipt of payment as outlined below). Please refer to the table
below depicting the type and quantity of credits requested and reserved for your project.

Upon request for credit transfer, the Bank will issue an invoice in the amount of $2,732,400. Upon receipt of
