This is in response to your letter dated August 7, 1991 regarding wastewater treatment alternatives

in Union County. As you may know, the Division of Environmental Management models discharges
of oxygen -consuming waste under worst -case hydrologic conditions. This means modeling the stream

at low flows defined by Summer 7Q10 (or S7Q10) and 30Q2 conditions. Summer 7Q10 is defined as

the minimum average flow during summer for a period of seven consecutive days that has an average
recurrence of once in ten years and 30Q2 is the minimum average flow for 30 consecutive days that

Per State of North Carolina Administrative Code Section 15A NCAC 2B.0206(d), no new or

expanding discharges of oxygen -consuming waste will be allowed at sites where S7Q10 and 30Q2

both equal zero. This section of the Administrative Code also states that for discharges to streams
with zero S7Q10 and greater than zero 30Q2, effluent limits will be determined on a case -by -case

basis, but should not be less stringent than BOD5 = 5 mg/l, NH3 = 1 mg/l, and dissolved oxygen =

6.0 mg/l. (These limits will be referred to as tertiary limits throughout this letter.)
At the Crooked Creek WWTP, both S7Q10 and 30Q2 equal zero. However, further downstream
near Highway 601 (Figure 3 in your letter) both flows are positive. Any new facility located here
may receive tertiary limits because, although S7Q10 is greater than zero, flows in this creek may not
provide sufficient dilution for anything less than highly -treated wastewater. (Please note that final
limits can only be given upon receipt of a permit application and appropriate fees.)
Six Mile Creek has a number of discharges on it including First Providence Country Club which
has led to concerns regarding water quality in the stream. As a result of these concerns, and because
S7Q 10 is zero, any proposed expansion on Six Mile Creek would be further evaluated. Again, tertiary
limits would apply.
Salem Creek and Twelve Mile Creek (Figures 1 and 2 in your letter) have no flow during S7Q10
conditions, but have positive 30Q2 flows, so advanced tertiary limits would apply to any proposed
facility. In addition, any limits for toxic parameters would be as stringent as the appropriate water
quality standards. Toxicity testing would require a pass/fail limit of 90%, meaning compliance would
be based on a water sample which was 9/10 effluent. If chlorination was used as a disinfectant,
dechlorination would be required before discharge.

You also requested the maximum permitted wasteload for Providence Country Club, the City of
Monroe, and the Union County (Crooked Creek) WWTP's. They are:

As you can see, typical streamflows in Union County can be high on average, but are low during
S7Q10 conditions. The Division of Environmental Management strongly suggests alternatives to
surface water discharges or consolidation of plants to larger facilities with advanced treatment. Please

Dear Ms. Swanek,
Jordan, Jones & Goulding has been retained by the City of Monroe and Union
County to perform a Water and Wastewater System Study. The purpose of
this letter is to inquire about discharge permit limits for several of the
existing wastewater treatment plants in Union County.
We would like to know the maximum wasteload allocation for the Crooked
Creek Wastewater Treatment Plant, which discharges into Crooked Creek, and
for the Providence Country Club Wastewater Treatment Plant, which
discharges into Sixmile Creek. We would also like to confirm that the
Monroe Wastewater Treatment Plant's discharge permit can be increased to
11 MGD.
We would also like to inquire about the possibility of obtaining permits
for three new treatment plants on other sites in Union County. The
proposed treatment facilities were first referred by the 201 Facilities
Plan (1976) for Union County and were updated according to current
conditions. The capacities of the proposed facilities are listed below,
and the approximate locations shown in the attached figures.

We are assuming that we can proceed with plans for facilities that would
discharge to Salem and Twelvemile Creeks with updated capacities. We also
assume that the existing Crooked Creek wastewater treatment plant would be
abandoned when the new facilities 3 miles downstream from the existing
plant is in service.
