HomeMy WebLinkAboutNC0032891_Fact Sheet_20200414FACT SHEET FOR EXPEDITED PERMIT RENEWALS This form must be completed by Permit Writers for all expedited permits which do not require full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). Basic Information for Expedited Permit Renewals Permit Writer/Date Emily DelDuco 4/14/2020 Permit Number NCO032891 Facility Name KMST Charlotte Terminal #1- Grade 1 Basin Name/Sub-basin number 03-08-34 Receiving Stream Catawba Stream Classification in Permit WS-IV Does permit need Daily Max NH3 limits? No Does permit need TRC limits/language? No Does permit have toxicity testing? Yes Does permit have Special Conditions? No Does permit have instream monitoring? No Is the stream impaired (on 303(d) list)? For whatparameter? No Any obvious compliance concerns? None Any permit modifications since last permit? None. New expiration date 6/30/2025 Renewal Review and BIMS Downloads: • Compliance history- one MV in 2015. No enforcements since 2010. • TOX Testing Summary — 2016-2020 annual "pass" at 100% (see attach tox data summary) • DMR Parameter Values Export: o Parameters not detected — BTEX, MTBE, Oil & Grease o Total Recoverable Phenolics [code 32730] detected on two occasions at Outfall 001 (124 and 92 ug/L) and at Outfall 002 (41 and 120 ug/L) o Permittee mistakenly entered "1" for all EPA method 625 tests. Permittee misinterpreted "l=yes", thinking "yes" meant "test completed" rather than "compounds detected." DMRs are being modified to correctly state no detections. RPA run on existing database — revision for final pending receipt of amended DMRs. Limited dataset for phenols since only 2 detections per outfall. Continue Quarterly monitoring. Changes to previous version: • Added HUC to outfall description on supplement to cover page. • Updated parameter codes in section A(1) and (2). • Updated eDMR reporting requirements section A (5) and toxicity reporting requirements A (3) and (4). • Removed footnote 5 which required toxicity tests to be collected concurrent with BTEX samples. Concurrent sampling is no longer a DWR requirement. • Removed oil and grease footnote. Does not apply to SGT-HEM method. • Added a new footnote 4, which clarifies reporting requirements for SVOC results eDMR data summary Jan 2016-2020 OutfaH 001 Parameter Mean Minimum Maximum N 00070 - Turbidity 6.86 1.53 24.50 36 00556 - Oil & Grease* 5.49 5.00 6.02 36 22417 - Methyl Tert-Butyl Ether (MTBE)* 1.47 1.00 5.00 17 32730 - Phenolics, Total Recoverable 41.83 5.00 124.00 36 34010 - Toluene* 1.89 1.00 5.00 18 34030 - Benzene* 1.22 1.00 5.00 18 34371 - Ethylbenzene* 1.22 1.00 5.00 18 50050 - Flow, in conduit or thru treatment plant 0.08 0.01 0.38 91 76028 - Base Neutrals & Acid (Method 625),Efflnt* 1.00 1.00 1.00 9 81551 - Xylene (mix of m+o+p)* 3.56 1.00 15.00 18 C0530 - Solids, Total Suspended - Concentration 3.10 2.50 5.50 36 *no detects OutfaH 002 Parameter Mean Minimum Maximum N 00070 - Turbidity 4.75 0.68 22.20 39 00556 - Oil & Grease* 5.60 5.00 6.58 40 22417 - Methyl Tert-Butyl Ether (MTBE)* 1.47 1.00 5.00 17 32730 - Phenolics, Total Recoverable 40.30 5.00 120.00 39 34010 - Toluene* 1.89 1.00 5.00 18 34030 - Benzene* 1.22 1.00 5.00 18 34371 - Ethylbenzene* 1.22 1.00 5.00 18 50050 - Flow, in conduit or thru treatment plant 0.04 0.01 0.21 99 76028 - Base Neutrals & Acid (Method 625),Efflnt* 1.00 1.00 1.00 9 81551 - Xylene (mix of m+o+p)* 3.56 1.00 15.00 18 C0530 - Solids, Total Suspended - Concentration 2.87 2.50 13.80 39 2018 Generic RPA - 95% Probability/95% Confidence MAXIMUM DATA POINTS = 58 REQUIRED DATA ENTRY Table 1. For the Charlotte 1 terminal DMRs from July 2016 to January 2020 were revised. The same revisions were made for the Charlotte 2 terminal. Both were submitted and have been processed in eDMR. Let me know if there are any questions. In order to provide more convenience, control, and security to our permittees and assist them in processing their transactions, The Division of Water Resources is currently transitioning towards electronic correspondence. This will hopefully provide more efficient service to our permittees and other partners and will allow us to more effectively process and track documents. We are writing to ask you for your approval of the transmittal of documents related to your permitting and related activities with the Division in an electronic format. Documents will be emailed to the appropriate contact person(s) in your organization in a PDF format.
