Sullins Beverly Eaves Perdue Director Governor November 13, 2009 Mr. Neil Carpenter, District Manager Maggie Valley Sanitary District Post Office Box 1029 45 Water Plant Road Maggie Valley, North Carolina 28751 Dear Mr. Carpenter: Dee Freeman Secretary I am writing to express my support for the Campbell Creek Watershed Forest Legacy Project. This is a wonderful opportunity for Maggie Valley Sanitary District, Haywood County, and Western North Carolina. As the state experiences growth in the western mountains it also loses natural resources. This project, when completed, will help protect and preserve approximately 4200 acres along with the associated streams and tributaries in this drainage basin. In preserving Campbell Creek Watershed, Maggie Valley Sanitary District is not only protecting pristine waters but protecting a vast amount of unique mountain natural resources. To naive a few of these resources- Southern Appalachian Brook Trout whose habitat is being lost to land development, Southern Appalachian Spruce -Fir forest, and the black bear, white tail deer, and elk habitats, which require large tracts of land. This watershed protection will also provide enhancement of the view shed of the Blue Ridge Parkway. These natural resources likely cannot be regained, rehabilitated, or restored at the cost it takes to preserve them should they be lost to development. The protection of Campbell. Creek Watershed provides a necessary supply of pristine water as a potable water source for the Maggie Valley Sanitary District. This project protects the seeps, springs, and head waters which allow Campbell Creek to be a pristine waterway. This protection insures that downstream water quality remains of higher quality than if this land track were lost to development. This project will also reduce the number of potential point source and non -point source discharges in the watershed simply through protection. If no development is allowed in the watershed, wastewater treatment systems will not be permitted(both point source and land based). Impervious surface will not increase, resulting in better groundwater recharge and lower scouring velocities in stream channels.
