Manuel,Assistant Regional Supervisor Division of Water Quality 1617 Mail Service Center Subject: NOTICE OF VOLATION Tracking Number: NOV-2020-LV-0587 Permit No. NC0026441 Town of Siler City WWTP Chatham County Dear Vanessa E. Manuel, This letter is in response for the NOV issued August 11,2020 for the following parameters for the month of June,2020. • BOD, 5—Day weekly limit value=7.5 mg/I Week 1 reported value= 16.1 mg/I, Week 2 reported value = 14.4 mg/I, Week 4 reported value=9.5 m/I Week 5 reported value = 13.1 • BOD, 5- Day Monthly limit value =5.0 mg/I Monthly reported value = 11.5 mg/I • NH3-N Weekly limit value =3.0 mg/I Week 1 reported value =7.7 mg/I,Week 2 reported value=6.5 mg/I, Week 4 reported value=3.6 m/I • NH3-N Monthly limit value= 1.0 Monthly reported value=4.8 It is believed that these violations are a result of continues unpredicted weather conditions that we have been experiencing over the past few months. We have worked closely with Synagro to stay on top of our Sludge Management,to include having a portable sludge press here earlier this year and having them come more frequently. Due to the land conditions from the weather/wet season they have not been able to come as frequently as we have needed. In result all of our sludge storage basins reached max capacity. We continue to get supernatant as frequently as conditions allow. Synagro did haul 900,000 gals during the period of June, 23rd to July, 3rd. This allowed us plenty of room to waste. We are looking into potentially bringing in some dewatering trailers to help when land applying is not an option. Synagro can bring a sludge press back however this is very costly for the town. In addition to land applying sludge the dewatering trailers should allow us to better manage sludge under our current conditions. For the exception of the first week, the month of July did show great improvement. We will continue to closely monitor the plant process and do what we can to produce quality Effluent. If you have any questions, please do not hesitate to contact me.
