Compliance Evaluation Inspection Report

Swepsonville Wastewater Collection System
Dear Mr. Scott:
On August 13, 2020, Gary Hudson of the Division of Water Resources (Division),
Winston-Salem Regional Office met with Steve Scott, Operator in Responsible Charge (ORC),
and Blake Scott, Back-up Operator in Responsible Charge (BUORC), to conduct a Compliance
Evaluation Inspection of the above referenced Wastewater Collection System.
This inspection consists of (1) a review of the permit and accompanying documentation
to determine compliance with permit conditions, and (2) an on -site inspection of collection
system components. The attached inspection form notes the areas that were evaluated for the
inspection, with notable findings outlined as follows.
Site Inspections
Pump Stations — The Laurelton Pump Station was inspected, and no issues were
noted.
The inspection was considered unsatisfactory. The following discrepancies were
noted:
• The Spill Response Action Plan needs to be updated and a copy provided to all
personnel. The date of revision should be included on the document as well as a
minimum response time.
The Town of Swepsonville operates a wastewater collection system with 13.21
miles (69,749 feet) of gravity sewer lines. The permit requires that at least 10%
(6,975 feet) of the sewer lines be cleaned annually and a cleaning log be kept
recording the cleaning efforts.

• At the time of the inspection, a Capital Improvement Plan could not be provided
for inspection. It is our understanding that an engineering consultant is currently
working on a new CIP.
You have 90 days from the receipt of this inspection report to correct the discrepancies
listed above. At that time, our office will reinspect the wastewater collection system. If
