Dear Ms. Lucas:
On behalf of Active Energy Renewable Power (AERP) located at 1885 Alamac Road,
Lumberton, North Carolina, CP Engineering and Environmental Solutions (CPEES) is pleased
to submit the attached State NPDES Stormwater General Permit Application package
(NCG210000) for industrial activities associated with Timber products. The facility conducts
their operation under the SIC/NAICS code 2499/321999 (WOOD PRODUCTS). Therefore, the
applicable NPDES Stormwater General Permit for this SIC code is NCG210000. The NPDES
Stormwater General Permit request package includes:
• Check $100 (fee)
• Project Site Review & Representative Outfall Request
• NPDES Stormwater General permit Application Form (NCG210000)
• Site USGS topo Map & Aerial map with Outfall locations
SITE REVIEW
On August 13, 2020, CPEES had conducted a site review for the facility operations exposed to
stormwater. During the facility review, the following areas were reviewed for the stormwater
exposure:
• Timber storage areas;
• Timber debarking area;
• General facility operations;
• Loading and unloading at the docks;
• Roof discharges;
• Best Management Practices (BMPs) implemented at the site; and
• Outfall Locations;

FINDINGS
Based on the site review,
• CPEES believes AERP had implemented several BMPs to control contaminants leaving
the property via outfalls.
• The facility would request a representative outfall status for all four outfalls to one outfall
#4 at this time.
REPRESENTATIVE OUTFALL REQUEST
The outfall ID and the activities associated with each outfall are as follows to request for a
representative outfall status.
Outfall-1: Stormwater pipe on southeastern corner of the site
Activities: Parking lot and finished fabric storage (storage area leased to a third party) loading
docks
Outfall-2: Stormwater pipe on southern side of the site
Activities: No activities except a drive way
Outfall-3: Stormwater swale via a pond located southern side of the site
Activities: No activities except a few buildings/sheds/empty tanks
CONCLUSIONS AND RECOMMENDATIONS
Based on our site review and findings, CPEES believes that the subject facility should be given
the NPDES Stormwater General Permit NCG210000 with a representative outfall status for the
operation of the facility.
