(PCS), Wetlands Resource Center LLC (WRC), has completed annual monitoring of Phase 1 of the Rutman Creek Watershed Restoration Project. Phase 1 includes the restoration of 680 acres and the preservation of 142 acres of nonriparian headwater wetlands. Two wetland community types, bay forest and swamp forest, were restored based on landscape position and soil composition. Construction of this phase was completed in March 2009. Work included the backfilling of interior (lateral) ditches, disking of fields, the installation of clay plugs, and the planting of over 329,000 bare-root seedlings (refer to the As-Built Report submitted July 2009). Per the approved restoration plan, monitoring of the site includes the assessment of both hydrologic and vegetative conditions over the course of a five year monitoring period. Following the completion of the earthwork, a total of sixty-eight (68) 0.10 acre plots were established throughout the planted area. A total of thirty-four (34) shallow groundwater monitoring wells were installed within these plots. Additional wells were installed within the outlet canals and select • transects across former agricultural fields to provide additional data relating to site response to grading activities. Wells have collected data from February 2009 through the present. Annual monitoring was conducted in October 2009 at each of the 68 plots. Vegetative data demonstrate a high rate of survivorship (>90%) across the site as evidenced by an average observed density of 441 stems per acre. The hydrologic response to restoration efforts is also evident via data collected from the shallow groundwater monitoring wells. Over the monitoring period, water tables gradually increased across the site. Of the 34 wells, sixteen (16) wells met the targeted wetland hydrology during the first growing season. In light of the drought conditions entering the 2009 growing season, the data documents the recovery of shallow groundwater hydrology within Phase 1. It should be noted that the installation of the plugs occurred subsequent to the winter months (a period of time coinciding with increased hydrologic input for wetlands in this landscape position). Data collected through the end of 2009 suggest that the static water table depths have risen significantly as a result of increased hydrologic input (i.e. rainfall) and decreased discharge via backfilling of ditches and installation of clay plugs. As a result, the duration of • saturation and/or inundation is expected to increase during the early growing season of 2010. 1 2.0 PROJECT OVERVIEW A. Introduction Wetlands Resource Center (WRC) began implementation of Phase 1 of the restoration project (encompassing 822 acres of the 4,213-ac project area) in February 2009. Phase 1 is located at the northeastern end of the mitigation site and is bounded by New Lake Road, Mooney Canal, and Airport Road (Figure 1). Restoration activities included grading, plug installation, planting of characteristic seedlings, and installation of monitoring devices. Placement of fill material within existing ditches was authorized under Nationwide Permit 27 issued by the U.S. Army Corps of Engineers (USACE) Nationwide Permit 27 with attached conditions (issued February 20, 2009), and the NC Division of Water Quality (DWQ) 401 Water Quality Certification with attached conditions (issued March 16, 2009). Refer to the Phase 1 As-Built Report for copies of these authorizations. The restoration project is designed to provide suitable, high-quality wetland and stream restoration to mitigate for authorized impacts associated with the PCS mine continuation project in Aurora (Beaufort County), NC (USACE Permit No. SAW-2001-10096; DWQ 401 Certification No. 3771). • B. Mitigation Goals and Objectives The objective of the Rutman Creek project is to provide for the functional restoration and ecological up-lift of wetland and stream habitat via the re-establishment of characteristic hydrologic conditions and vegetative assemblages. Anticipated functions and values resulting from the restoration project include increased nutrient retention/transformation, sediment retention, floodwater storage/flood abatement, wetland/wildlife habitat, and groundwater recharge. Given the scale of the restoration effort, the project will provide considerable habitat benefits on a watershed and regional level. The project offers the unique opportunity to provide habitat connectivity between vast acreage of wildlife refuge areas (to the northeast) and the Pungo River Estuary (to the southwest). Phase 1 of the project is intended to restore the hydrology and vegetation to 680 acres of previously disturbed wetland habitat. An additional 142 acres of preservation is also included within the boundaries of Phase 1. Restoration and preservation efforts will contribute to enhanced • water quality and food-web support of downstream waters. The vegetative restoration component 2 • • is intended to reestablish a mixed assemblage of bald cypress (Taxodium distichum), swamp tupelo (Nyssa biflora), and pond pine (Pins serotina) coinciding with existing topography and the restored hydroperiod. The resulting assemblage of characteristic canopy and sub-canopy species will restore valuable refuge and feeding habitat previously impacted by site management practices. C. Project Implementation Restoration activities within the existing farm fields were initiated in February 2009 with the backfilling of the existing network of lateral ditches. Clay plugs were then installed in six (6) specific locations within outlet canals per the approved restoration plan (Figure 2). Clay material for these plugs was excavated from existing spoil piles along Mooney Canal. The plug material was placed within the canals and subsequently compacted utilizing the excavator equipment. All the clay plugs were installed in March 2009. Clay plugs #1 through #5 are 50 ft in length. The length of clay plug #6 (within the larger Mooney Canal) is 100 ft. To provide additional reinforcement during high-flow events, filter-fabric and large rip-rap was placed over the entire length of each plug (including the upstream and downstream slopes). All water-control structures on each of the canals within Phase 1 have been removed from operation. Note that access across the water-control structures has been maintained to provide all-terrain vehicle ingress/egress for monitoring and long-term management. Planting of the 680-ac restoration area was conducted by Superior Tree Planting Service during the week of March 2 through March 7 (2009). All planting activities were supervised by environmental scientists from Land Management Group, Inc. (LMG). Plant material was provided by Arborgen Nursery (Blenheim, SC). Per the restoration plan, two non-riparian vegetative communities (swamp forest and bay forest) were established throughout the 680-ac restoration area. The bay forest community (approximately 203 ac) was planted with characteristic species such as bald cypress, sweet bay (Magnolia virginiana) and pond pine. The swamp forest community (approximately 477 ac) was planted with species such as Atlantic white cedar (Chamaecyparis thyoides), bald cypress, green ash (Fraxinus pennsylvannica), and swamp tupelo. A total of 329,038 seedlings were planted (corresponding to an average density of 483 stems/ac). Table 1 provides additional information regarding community composition and total stem counts for Phase 1. 3 • The following report provides a summary of the annual monitoring requirements and results for Year 1 annual monitoring of the Phase 1 project area. Annual monitoring was conducted by environmental scientists of LMG. Monitoring of the on-site vegetation was conducted from October 26 through October 29 (2009). This monitoring includes both a vegetative and hydrologic component per the approved restoration plan. The vegetative component for Phase 1 includes an assessment of the conditions 4 within each of the 68 permanent monitoring plots that have been established throughout the project area (Figure 2). The hydrologic component of the monitoring employs a total of thirty-four (34) shallow groundwater monitoring wells which record water table levels on a daily basis (Figure 2). Data from this equipment is downloaded every three months (i.e. once quarterly) and graphed with appropriate local precipitation totals and WETS table information to determine if the site has met the established hydrologic success criteria. The success criteria for both components of the annual monitoring are defined below. Note that the target communities in Phase 1 of the project are discussed in Section 2B. (1) Demonstrated density ofplanted species to meet or exceed 260 trees per acres at the end of 5 years (post planting). 1 (2) The hydrologic criterion is premised on the specific community type to be restored. • (a) For the nonriverine wet hardwood forest community (mineral soils), the hydrologic criterion will be the establishment of a static water table at, or within, 12 " of the soil surface for 6% of the growing season2 (equivalent to 16 days based upon a growing season from March 11th through November 27th) during periods of normal rainfall. (b) For the nonriverine bay forest and swamp forest communities (organic soils), the hydrologic criterion will be the establishment of a static water table at, or within, 12 " of the soil surface for 10% of the growing season (equivalent to 26 days based upon a growing season from March 11th through November 27th) during periods of normal rainfall. (c) For the small stream swamp (headwater riparian) community (zero-order geomorphic position), the hydrologic criterion will be the establishment of a static water table at, or within, 12 " of the soil surface for 12.5% of the growing season (equivalent to 33 days based upon a growing season from March 11th through November 27th) during periods of normal rainfall. • Volunteer species may be counted toward meeting the success criteria based upon the list of species identified in Table 2. 2 As determined from long-term climatic data of published WETS Table of Belhaven, NC station. 5 Monitoring reports include results of vegetative monitoring and photographic documentation of site conditions. Reports also identify any contingency measures that may need to be employed to remedy any site deficiencies. For instance, deer browse tubes and fencing may need to be used if evidence of significant herbivory or deer browse is observed. In addition, supplemental planting may be necessary in areas of reduced survivorship. Table 2. Vegetation Monitoring A total of 3,092 plant stems were enumerated throughout the sixty-eight (68) plots, which correlates to an average of 455 stems/acre within the project area (Table 3). Bald cypress was the most abundant woody species, with a total of 905 individuals identified. Other planted species such as swamp tupelo, green ash, and Atlantic white cedar were also prevalent within the monitored plots. In addition to the planted species only one volunteer species, eastern baccharis (Baccharis ha//mifo/ia), was observed within twelve of the plots. The exclusion of these individuals • from the success criterion results in an adjusted average of 441 stems/acre within the project area. 6 0 The number of planted species observed during the Year 1 monitoring event suggests that the site is progressing well toward the target communities. A total of sixty-six (66) of the plots exceeded the minimum success criteria and contained a variety of shrub and tree species. It should be noted that higher mortality was observed at ten (10) plots consisting of less than 40 planted stems. These plots were typically located within the vicinity of the lateral ditches that were backfilled during construction. These areas tend to be wetter and exhibit prolonged periods of inundation. As a result, the ponded water serves as a stressor to the bare root seedlings. Refer to Appendix A for photographs of current site conditions. Refer to Appendix B for specific plot comparison data. Hydrologic Monitoring Per the approved mitigation plan, a total of thirty-four (34) shallow groundwater monitoring wells were installed throughout the site in February 2009. As indicated previously, lateral ditches were completely filled by February 25 (2009) and all plugs installed by March 20 (2009). The final plug installed was within Mooney Canal, the primary outlet for Phase 1. Data from the wells depict a gradual decrease in rate of discharge over the course of the monitoring period as a result of the earthwork conducted during the early growing season. Of the 34 wells, sixteen (16) exhibited groundwater levels within 12" of the soil surface for a minimum of 26 consecutive days (10% of the WETS-defined growing season). 7 Antecedent rainfall totals have likely played a role in the hydrologic conditions observed throughout the site during the first growing season. Prior to the installation of the plugs and backfilling of the ateral ditches, precipitation levels were below normal from December 2008 - March 2009. Since rain is the primary hydrologic input for these types of wetlands, antecedent rainfall conditions can significantly influence the rate of recovery of groundwater levels within a restored site. In addition, the major drainage outlets (Mooney Canal, etc.) associated with Phase 1 remained open until March 2009. As a result, on-site storage was limited during periods of characteristically high surface water input that tend to result in higher groundwater levels during the late winter and early growing season. Hydrologic response over the course of the monitoring period appeared to improve with increased precipitation. While several wells did not meet the success criteria during the first growing season, observed conditions and well data suggest that characteristic hydrologic conditions have been re- established as evidenced by conditions during the latter part of 2009. For example, data collected from November 2009 - January 2010 depict a substantial decrease in discharge rates and • elevation of the static water table depths consistent with wetlands in this landscape position. In light of the normal to abnormally high rainfall in late 2009 and the increased retention within the project area, water table depths will likely be within 12" of the surface across the site for the remainder of the winter and into the early growing season. It should be noted that automated gauges within the plugged canals document relatively stable, elevated water levels within the canals and the retention of surface water that formerly drained off-site via the canal/drainage network. The amplitude and duration of saturation for the mitigation wells appears to match or exceed that of the reference wells (refer to Tables 4A and 413). While the reference wells depict different responses to rainfall events, all exhibit a groundwater deficit during much of the growing season. Three wells within the bay forest reference area exhibit abnormally low groundwater levels throughout the monitoring period (Figure 3). The other reference wells are located in areas that appear to be more representative of relatively undisturbed wetlands (Figure 4). While a majority of the well data has demonstrated marked decreases in drainage rates following project implementation, three wells (21, 41, and 55) still exhibit rather rapid discharge. The performance of these wells may be related to the central location within a block, where remnant crowning within the fields may limit the potential for surface storage and enhance drainage. Results from these wells are comparable to data collected from some of the reference wells (indicating that drought conditions during the previous years may be a factor in the results observed). Additional data collection within these areas will be monitored to determine if any remedial action will be required to restore proper hydrologic conditions within these areas. A summary of the results is provided in Table 4A. Complete hydrologic monitoring data are provided in Appendix C (electronic format). • 10 • 5.0 CONCLUSION Hydrologic data confirm the re-establishment of hydrology characteristic of the target habitats across a majority of the site as a result of the earthwork completed during the early growing season. While there was a groundwater deficit during the early portion of the growing season, a hydrologic response was evident with increased precipitation in the late summer and fall. Data collected during the winter 2009-2010 suggest elevated groundwater levels will persist into the 2010 growing season, thus supporting the restoration of key hydrologic functions relating to water storage and groundwater recharge within the system. It should be noted that some wells located within the interior of former fields did not exhibit as prominent a hydrologic response even during periods of increased precipitation. These areas will need to be evaluated further to determine if contingency measures are warranted. Plot monitoring within Phase 1 observed low mortality rates of planted trees and shrubs throughout a majority of the project area. The vegetative component of the project appears to be progressing well as evidenced by the growth and survivorship of planted species. A total of 66 out of the 68 plots exceeded the minimum success criteria during the Year 1 monitoring event. As noted above, some areas did exhibit increased mortality. While the average survivorship rate is high, limited supplemental planting may be conducted in select areas as a contingency measure. Based on the data collected in conjunction with the Year 1 monitoring event, the site appears to be progressing well toward the targeted wetland community types. The site will be continued to be monitored over the next five years or until such time restoration is deemed successful.
