The North Carolina Division of Water Resources conducted an inspection of the ONWASA Collection
System on 8/19/2020. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Collection System Permit No. WQCS00249.
The findings and comments noted during this inspection are provided in the enclosed copy of the
inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted
during the inspection and therefore, a response to this inspection report is not required.

Inspection Summary:
A routine compliance inspection of the ONWASA Collection System was conducted on August 19, 2020. The purpose of the
evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit
WQCS00249. Justin Sanderson, ORC, was present during the inspection. This inspection covered the Holly Ridge area of
the collection system and did not cover all the required documentation.
ONWASA operates 13 pump stations in Holly Ridge. The Green Street PS has not received any flow to date, and a new
pump station is currently being constructed at the future Homestead Place Subdivision. Nine pump stations were inspected
and all were well maintained. Inspection and maintenance log books were complete and stored at each pump station.
ONWASA plans on using the Survey 123 program on tablets to replace the paper logs soon. This will allow them to issue
work orders faster and more efficiently. ONWASA is also working towards using their GIS mapping system to map work
orders, lines cleaned, CCTV inspections etc.

Comment: Currently, the entire collection system is observed through line cleaning, repairs, CCTV
inspections, ROW maintenance and HPL inspections. Documentation is available on all these
activities. Suggestion was made to staff to record these activities on the collection system map
to ensure the entire system is observed every year. High priority lines are inspected through
work orders from ORC. One HPL, an iron ductile pipe located across a ditch near the
intersection of Jenkins Street and Hudiburg Street was observed during the inspection.
Vegetation will need to be cleared for better access.

Two small pump stations in Holly Ridge, Trout Street PS and Bream Street PS, rely on one portable generator
for both. They are located close to each other and staff has a distribution plan in place for them during a
power outage.

Comment: All of the Hollv Ridae DumD stations are connected to a Mlssions SCADA system. By the end of
the year, ONWASA plans on connecting the small number of pump stations throughout the entirE
system that still have a chatterbox with the Missions system. Generators are auto tested and
manually tested weekly. Generator preventative maintainence is performed once a month by
staff and once a year by a contracted company. Pump station inspection and maintainence logs
are complete and stored at each pump station. Staff removes grease and cleans the pump
stations monthly. The audio alarm at Summerhouse PS #4 was not operable and needs to be
repaired.
