HomeMy WebLinkAbout20200630 Ver 1_Revised Narrative 8-12-20_20200820Debbie Wilson Consulting debbiew75@charter.net (910) 612-0402 August 12, 2020 Revised Narrative As acting agent for Deborah Kalnen, who owns 2400 Scotts Hill Loop Road, Hampstead, in Pender County, N.C, I am submitting the enclosed revision of the previously submitted CAMA Major Permit Application for a proposed private docking facility adjacent to the AIWW. Ms. Kalnen would like to construct a pier (6’ x 277’), a fixed platform (6’ x 44’), 2 finger piers (5’ x 20’ each) which were previously permitted under CAMA General Permit #74878-D which was issued on 2/14/20. Ms. Kalnen is now proposing to install 3 boatlifts (10’ x 12’ each), add 2 floating docks (5’ x 20’ each) and excavate a boat basin area measuring 42’ x 43’’ to -4’ @ normal low water. Please be advised that in consideration of preliminary comments from resources agencies the access pier has been extended an additional 12’ waterward and the floating docks relocated 10’ out to the adjacent pier-head line. By doing this, the access ramps to the floating docks will land 2’ waterward from the original landing location and will thus relocate the dredge footprint waterward of all existing SAV. The proposed dredge basin footprint has been reduced again (from the revision on 6/22/20) from 42’ x 59’ to 42’ x 43’ which is an additional reduction of 672 sq. ft. and a proposed dredged access channel to ensure flushing of the basin area of 11’x 25’ (out to the 4’ contour) with a 20’ widener into the basin area (to allow for easier navigating around the floating dock int the access channel) which equates to 155 sq. ft.. This equates to an additional overall reduction of the proposed dredge footprint of 642 sq. ft. including the access channel. The total reduction from the original proposal is 1,174 sq. ft. Also, the proposed floating dock located on the far northeast side will not have cleats and will have pilings located on the outside of the float to block usage as a slip, thus reducing the total number of proposed slips from 7 to 6. If additional tie-up restrictions for this floating dock are necessary, they will be added. The structures would not exceed the established pier head alignment of the project location. As proposed the finger pier and floating dock located on the north side will encroach 3’ into the 15’ riparian corridor setback and 11’ into the 15’ riparian corridor setback on the south side. Waivers have been obtained from the adjacent property owners and is included in this submittal. There will be no encroachment into the USACE Federal Channel Setback. The excavation will be conducted by bucket to barge and all spoils will be placed on a private spoil site owned by Northeast New Hanover Conservancy located adjacent to the CORPS of Engineers spoil island (DA 288) and permission has been obtained.
