Mason <tmherndon@ncdot.gov> Sent: Wednesday, April 29, 2020 3:11 PM To: Steenhuis, Joanne <joanne.steenhuis@ncdenr.gov>; Shaver, Brad E CIV USARMY CESAW (USA) <Brad.E.Shaver@usace.army.mil> Subject: \[Non-DoD Source\] U-4751 Site 10 Scour Yesterday I received a phone call from Jimmy Zepeda on U-4751, regarding a head cutting issue in the ditches on either side of the outlet channel of the 2@9x7 RCBC at Site 10. These two features are as identified as “JS” on PD 21 of 83, however we have discussed at previous field inspections that these features are truly “JS non-mit” but were never re- evaluated like many of the channels were in the Greenview Ranches area. Joanne and I met with Jimmy onsite to evaluate the situation. The contractor had recently regraded the banks of these channels and removed the existing rip rap and pipes that were pre-existing in these channels. We observed head cutting in the channels which is shown in the pictures above label “Head Cut DS LT” and “Head Cut DS RT”. It appears that the pre-existing pipes and rip rap were necessary to maintain the stability of these two steep sections of outfall channel and removing them has created the instability. The Division would like to place rip rap back into these two channels, in close proximity to where it was preexisting to stabilize these outfalls that discharge into the downstream stormwater pond for the adjacent development. The length of rip rap required to stabilize these areas will be approximately 22 ft. in each channel and the location is circled in red below: 1 A photo of the preexisting downstream left ditch with the pipe and rip rap is attached and labeled “preexisting” for your review. Please note that the re-installation of rip rap will still leave more open and natural channel than was pre- existing because the pipes have been removed and please also note the remnants of rip rap that are still visible along the banks in the photo labeled “Head Cut DS RT”. Please let me know if the re-install of rip rap for stability can be covered under a field adjustment or requires additional authorization. Thank you!
