Isaiah,
I forgot to ask if you could either mark or describe where the second outfall is located. It is helpful to have a little more
info to add to lat/long. I've attached the site diagram again. Thx.

Isaiah,
Ok. I wanted to make sure the facility would not be considered a mini petroleum bulk station or terminal with
secondary containment. Thx.

Pauk,
I would not expect them to conduct Analytical monitoring on site. I am aware that Section B does not apply. However,
qualitative monitoring is still required at all outfalls.
There is no oil/water separator on site that they are aware of.

Isaiah,
HI. First, thank you for sending the site visit/inspection report. Two items:
1. I've attached the site diagram that was included with application. Outfall 001 is indicated on the map, you
noted a second outfall during your site visit. The lat/long indicate it is a little east of the first outfall. Could you
describe or indicate where it is on the attached site diagram?
2. Please see the following sections from General Permit NCG08
SECTION B: ANALYTICAL MONITORING REQUIREMENTS FROM ON -SITE VEHICLE AND EQUIPMENT MAINTENANCE Facilities that have any vehicle or
equipment maintenance activity occurring on -site which uses more than 55 gallons of new motor oil and/or hydraulic oil per month when averaged
over the calendar year shall perform analytical monitoring as specified below in Table 1.
Section B does NOT apply because there are no vehicle or equipment maintenance activities onsite ...
SECTION C: DISCHARGE LIMITATIONS AND ANALYTICAL MONITORING REQUIREMENTS - OIL WATER SEPARATORS, PETROLEUM BULK STATIONS
AND TERMINALS During the term of the permit, the permittee is authorized to discharge stormwater from oil water separators and/or petroleum
bulk stations and terminals secondary containment areas subject to the provisions of this permit. If such activities have been designated by the
Division, discharges shall be monitored and limited as specified in Table 1 and sampled in accordance with the schedule presented in Table 2. Note:
This permit only applies to stormwater discharges out of oil water separators, and/or petroleum bulk stations and terminals secondary
containment areas subject to the provisions of this permit. Wastewater discharges from these devices are a violation of the terms of the permit.
Clarification: The limitations in Table 3 only apply to oil water separators, secondary containment structures at petroleum bulk stations and
terminals with a total petroleum storage capacity of less than 1 million gallons, or other stormwater discharges that have been specifically
designated by the Division as subject to these discharge requirements in the permit. This means that, unless specified differently by the Division,
discharges from oil water separators or from secondary containment areas that are associated with vehicle maintenance activities at facilities
categorically captured by the federal NPDES Stormwater Program are otherwise subject to Part II, Section B (Stormwater Analytical Monitoring
Requirements) of this general permit.
I just want to confirm that the PS Energy facility does not meet any of the Section C yellow highlighted sections. Please
see description in NOI ...
Local oil supplier providing petroleum products, HVAC and support services to residential and commercial customers throughout western NC and
portions of northern Georgia. Tank storage and loading/off-loading to fleet tanker trucks.
We can discuss on the phone as well, but I wanted to give you some background before calling you on the phone.
