Dear Mr. McIntyre:
This correspondence is in reference to the WLS Neuse 01 Umbrella Mitigation Bank,
Hollowell Mitigation Project, located east of Ferry Bridge Road and Stevens Mill Road, in
Goldsboro, Wayne County, North Carolina. The mitigation site is adjacent to and within
the Neuse River Basin, Hydrologic Unit Code (HUC) 03020201. The purpose of this letter
is to confirm the as -built credit release for this mitigation site.
Pursuant to the Umbrella Mitigation Banking Instrument entitled, Agreement to
Establish the WLS Neuse 01 Umbrella Mitigation Banking Instrument Within The State of
North Carolina, approved on October 21, 2019; the site -specific Final Mitigation Plan,
Hollowell Mitigation Project (Plan) dated August 2019; and the As -Built Baseline
Monitoring Report, Hollowell Mitigation Project, dated July 2020, 15 percent of the
mitigation site's total restoration and enhancement credits shall be available for sale
immediately upon completion of all of the following:
a. Successful completion of all stream and wetland restoration and enhancement
activities (as -built construction) as described in the Plan, dated August 2019;
b. Successful completion of all planting activities as described in the Plan, dated
August 2019; and
c. Successful completion of easement marking/fencing as outlined in the Plan,
dated August 2019.

By copy of this correspondence, we confirm that you have satisfied the above
requirements for the as -built credit release, and 1081.8 stream mitigation units (SMUs)
and 0.69 wetland mitigation units (WMUs) are now available for sale. To date, 2212.6
SMUs and 1.86 WMUs (30 percent of the total stream and wetland restoration and
enhancement credits, and 100 percent of the total stream and wetland preservation
credits) have been released for sale.
