I RT,
The WLS Yadkin 01 UMB - Grassy Creek site was completed in April and after several large storms in May, is in need of
repairs. The As -Built report had not yet been completed for this site and the sponsor requested to make the repairs and
include them in the as -built survey of the site.
The work proposed is more than just minor structure repairs, therefore I requested repair details in order to provide to
the IRT for comment. The summary email below and attached plan sheets were provided. Any missing plan sheets
meant there were no repairs needed for those areas. Please review the proposed work items and provide me with any
comments by July 25, 2020. If you have any questions feel free to contact me.

Steve,
Thanks for taking the time to discuss the Grassy Creek repair plans. Just to recap we experienced an approximate 200
year storm event along Grassy Creek right after construction was complete. With the channel and floodplain being at its
most vulnerable state, this storm event did create damage to many of the reaches.
Per our conversation I have attached our repair plan sheets. They are not a formal set of plans, but represent more of a
redline/field construction set that we sent to North State Environmental. Below is a brief narrative on the
repairs. Please let me know if this is enough information for you to cycle around to other IRT folks.
Reach 1
Damage along this reach mainly involved floodplain erosion. The majority of this erosion occurred downstream
of the powerline culvert. There was also one structure failure towards the downstream end of this reach. In addition
both BMPs experienced hillslope erosion.
The repair of this reach will involve grading the floodplain at a 5% slope from the channel top of bank back to
start of the terrace slope. The failed j-hook/geolift will be repaired.
The BMP within the powerline easement will have it slopes graded at a 3:1 slope. In addition 2 small swales will
be constructed to direct flow from adjacent farm fields into this BMP. These swales will be initially lined with
matting. Once the swales meet the 3:1 slope of the BMP the remainder of the swale will be lined Class II rip rap
to act as a steep cascade into the BMP. The BMP weir will also be reinforced with Class II Stone.
The larger BMP towards the lower end of the reach will be stabilized by regrading and matting eroded side
slopes. A small swale will be constructed to direct flow into the BMP from the adjacent farm field into the
BMP. This swale will be lined with Class II stone. Both the stone at the inlet and weir of this BMP will be
supplemented with additional Class II Stone.
Reach 2
Approximately 281 LF of this reach was impacted with a heavy sediment load from streams within Pilot Mtn
State Park.
The repair approach for this reach is to realign the channel from its start at the Park boundary and tie this new
alignment into the existing (newly constructed) channel at approximate existing/newly constructed
station 44+00. The channel is designed more as Cb-channel with low meander geometry and more step
structures to dissipated energy. The adjacent floodplain will be regraded along this reach to constrict flood
flows slightly and increase shear stress. This will allow the heavy load of sediment coming out of the park to be
routed more competently through this reach. Along with this realignment several point bars will be regraded at
a 6:1 slope.
Based on the new realignment we anticipate Reach 2 stream length decreasing by approximately 50 ft. This is
only an approximation based on the repair plan.
Reach 3
Damage along reach 3 involved erosion of outside meander bends and slight channel adjustment in 2
meanders. Along with these channel changes areas of floodplain subsidence both within and outside the conservation
easement. Flood flows also eroded many areas of the floodplain.
Repair along this reach will include many areas of point bar grading at 6:1 slope and reinforcing failing outside
meander bends with vegetated geolifts. Two meander bends will be slightly realigned to soften channel
planform. The first meander bend will be realigned starting at station 48+90 and will tie back into the ford
crossing at approximate existing channel station 51+30. The second realignment will start at station 56+86 and
will tie back into the existing channel at approximate station 57+75
Based on the realignments in this reach we anticipate the stream length to be reduced by approximately 20 ft.
Caution will be taken to protect all existing vegetation with the construction areas. Any impacted vegetation will be
replanted. Permanent and temporary vegetation will also be installed throughout the site to help stabilize new
constructed and existing project areas.
I want to stress that the reduction in stream length is only an estimate at this point. We are experiencing
networking/computer issues so I am having to work on PDFs (some very grainy) to estimate stream lengths. I can get
more exact numbers for you if you need them once I have access to AutoCAD.

Cara,
It is a bit hard to tell from the paragraph provided, but my concern is that the work described below is a bit more than a
few structure repairs. With several channel realignments, floodplain grading locations, meander bends, structures, and
multiple locations of disturbed vegetation, it seems extensive enough that more detail should be provided and
distributed to the IRT for a brief comment period to compare with the original design and credit approval.
If you feel the repairs are more minimal, then a visual with description of the repair proposed compared to the original
design would be helpful to evaluate. Regardless of how we move forward with the repairs, it seems that the project is
not ready for MY1 since it will be late in the growing season before the As -Built is completed and reviewed.

1) For Grassy Creek, we didn't have a repair plan in place when I sent the memo in early June, but below is a brief
summary from Chris (also copied on email). We have a repair plan now, but want the contractor to review also.
We will send it to you once it is finalized.
The Grassy Creek repair plan includes stabilizing eroding floodplains and realignment of small portions of some reaches.
Along R1 WLS will grade the floodplain bench below the powerline culvert at a 5% slope. One failing structure will be
repaired. BMPs adjacent to the stream will be regraded and stabilized with stone and matting. Reach 2 will be realigned
for a few hundred feet to accommodate the transition from the narrow valley below Pilot Mountain State Park. Along
Reach 3 two meander bends will be realigned to soften channel belt width. Several meander bends along Reach 3 will be
reinforced with vegetated geolifts. Point bars along Reaches 2 and 3 will be graded back at no less than a 6:1 slope.
Along with channel work, low lying areas in the floodplain along Reach 2 and 3 will be backfill and graded.
2) That is great news for Upper Rocky!

I hope you are doing well. I tried to call your office today in advance of my email and left you a message. Please find
attached a technical memo regarding the Grassy Creek Tributaries As -Built Baseline/MYO Report. The project was
constructed and planted by April 30t", but two significant storm events in May (including Bertha) caused erosion and
channel damage prior to the as -built survey being conducted. Our surveyor is working on multiple sites for us, as well as
other providers and had not gotten to this site yet. We are currently working on a repair plan that will be implemented
in July and will complete the as -built survey after the repairs.
If you would like an incomplete as -built report without the survey we can send one along. Please let me know if after
reading the memo you want to discuss this project with us.
