Glade II is not a credit release site so the site visit in the spring of 2021 will need to be separate from those visits. Melonie, just a heads up that Glade II will not close in 2021. We will move it back to 2022 as requested. Harry, please make sure to update CRM and the critical activities this week per our discussion earlier. Since it is not a credit release site, please also make sure that we post and forward the full MY5 report to the IRT so they have the opportunity to review the report and information on the repair implemented. Our intention is to require an additional year of monitoring to make sure the repairs are stable. Another option would be to provide some drone footage/360 video in the next few months and have a preliminary virtual review if you are looking for concurrence on no additional monitoring. My guess is that we will want the additional monitoring regardless. Just let me know if we need to set up a virtual review, otherwise we'll look forward to a visit in spring. We had emailed about that date but we did not confirm and it is not on the IRT Google calendar. DMS would like to meet on -site with the IRT to review the repairs implemented and determine if additional monitoring is required; if so, to what extent. The site in currently in MY5 of 5 (2020). DMS is currently scheduled to submit the closeout report and documentation to the IRT in the spring of 2021 with a closeout site visit proposed in mid-2021. Please let us know when you have a chance. A few additional comments, we'll likely require at least one additional year of monitoring and a site visit next year. We have a little concern about the approach to the eroded hillside, proposing to cut trees and use only woody material. It seems to be more of a temporary fix than long-term stabilization solution. I thought we had the discussion about the need for stone there? But ultimately that's your call. One other comment regarding machine access to the site for repair, it would be good to have an idea of the area of disturbance, and proposed replanting (and maybe this will provide an opportunity to plant something other than alder on that site). Since the original permit was issued in 2013, it is expired and you can no longer perform the work under that permit. You may meet the conditions for using a non -notifying NWP3, which would save time and documentation from the obtaining a new permit verification. If so, please provide me a short adaptive management plan describing the repairs with a map and include a cover letter verifying that you meet the conditions. Keep in mind that Alleghany County contains trout waters and so a trout moratorium may apply. I have copied Regional Condition 4.1 regarding notification in trout waters. 4.1 NWP #3 - Maintenance 4.1.1 In designated trout watersheds, a PCN is not required for impacts to a maximum of 75 linear feet (150 linear feet for temporary dewatering) of streams and waterbodies when conducting maintenance activities. Minor deviations in an existing structure's configuration, temporary structures and temporary fills are authorized as part of the maintenance activity. In designated trout watersheds, the permittee shall submit a PCN (see Regional Condition 2.7 and General Condition 32) to the District Engineer prior to commencing the activity if; 1) impacts (other than temporary dewatering to work in dry conditions) to streams or waterbodies exceed 75 linear feet; 2) temporary impacts to streams or waterbodies associated with dewatering to work in dry conditions exceeds 150 linear feet; 3) the project will involve impacts to wetlands; 4) the project involves the replacement of a bridge or spanning structure with a culvert or nonspanning structure in waters of the United States; or 5) the activity will be constructed during the trout waters moratorium (October 15 through April 15).
