PROJECT SUMMARY: The applicant proposes to dredge a man-made canal with SAV present. Project Settinq The site of the proposed development is located at 701 Dolphin Lane, Lot # 72, within the Carova Beach s/d of Corolla, Currituck County, adjacent to a man-made canal leading to Knotts Island Bay which connects to the Currituck Sound. B R Williams & Son Inc (Wiley Wiliams) Field Investigation Report Page 2 The project location is a vacant lot, ± 17,424 sf in size, and has approximately 210' of unhardened shoreline. The elevation of the property is approximately +5 feet above NWL. According to the USDA's Natural Resources Conservation Services' Web Soil Survey, the soil on the property is made up of Newhan fine sand. Bulrush (Scirpus spp.) was observed growing along the entire shoreline. Other vegetation on the property consisted of trees and grasses that are mowed periodically. The adjacent riparian property to the northwest is a similarly vegetated lot with an unhardened shoreline and a small storage building on the lot. The adjacent riparian property to the south is also a similarly vegetated vacant lot with unhardened shoreline. The man-made canal, which connects to Knotts Island Bay, is classified as Joint waters by the agreement with the Marine Fisheries Commission and Wildlife Resources Commission. The Division of Environmental Management's water quality classification for this waterbody is SC and it is closed to shellfish taking. Water depths within the project site range from 0.5' to 3.5' below normal water level (NWL) and averages -1.9'. The bottom substrate within the project area is made up of muddy sand. Submerged aquatic vegetation as defined by the Division of Marine Fisheries, was observed growing within the project area. An SAV survey was conducted on 7-1-2020. This survey is attached to the application. Development Proposal The applicant proposes to mechanically dredge a ±180' x 30' section of a man-made canal to a connecting depth of -3.5'. To limit the disturbance of any wetlands on site, the applicant proposes to use a long reach excavator and wood mats to dredge the canal from the shoreline. The spoils will be excavated from the canal and transferred over the coastal wetlands to a 4,600 sf area, as displayed on the applicants the site plan, located >30' from NWL and outside any areas of wetlands. Anticipated Impacts • The dredging of the canal will result in the removal of 250 yd3 of material within the PTA and EW AEC. • The dredging of the canal will result in 5,400 ftz of shallow water bottom disturbance within the PTA and EW AEC. • The spoil disposal area will disturb 4,600 ftz of high ground within the ES AEC. • The dredge of the canal will result in the removal ± 2,160 ft2 SAV within the PTA and EW AEC. Submitted by: Robert Corbett Date: 08/11 /2020 PROJECT NARRATIVE Ni)3 ^ - 2023 Williams Dredge Project July 21, 2020 DCM-EC Location of Proiect: The subject property is lot 72, located at 701 Dolphin Lane in Carova Beach, Currituck, Currituck County, North Carolina. The property is an undeveloped lot located on a manmade canal that connects to the Currituck Sound. Proiect Description: The CAMA application is a request to dredge a 5,400 square foot (250 cubic yards) shoaled area in a manmade canal adjacent to lot 72 on Dolphin Lane. The final project depth will be 3.5 feet and will match the existing adjacent water depths in the canal. The existing shoaling has created a navigational hazard for boat owners that use the manmade canal system in the Carova Beach subdivision. There are approximately 60 canal front lots located upstream of the dredge area that are impacted by the shoaling in the canal. The canal will be dredged using a long reach excavator from the shoreline of lot 72. The excavator will work on wood mats landward of the Normal Water Level (NWL) and existing coastal wetlands. The spoil material will be placed on the upland area of lot 72 as indicated in the attached site plan. Silt fence will be installed around the perimeter of spoil disposal area to prevent runoff into the adjacent properties or canal. Submerged Aquatic Vegetation (SAV) Analysis: A Submerged Aquatic Vegetation (SAV) evaluation was done on July 1, 2020 to determine if any SAV will be impacted by the proposed dredging. The following are sampling procedures and results: • 12 one meter sample points were taken (see Attachment 1.). • SAV sampling work took place on July 1, 2020 at 10 am. Water depths range from -0.5" to -3.5' (see site plan for more details). • See Table 1 for sample point data. The most recently deposited material in the shoaled area did not have SAV growth and is represented as sample points 4 through 9 (Table 1). The SAV growth outside of the recently deposited material range from sparse to moderate for sample points 1-3 & 10-12 (Table 1).
