For domestic dischargers that have instream dilution > 330:1 (which is relatively uncommon) we don't require fecal coliform monitoring. This is an old policy based on instream sampling studies that showed that at that dilution, fecal coliform has no impact on streams. This facility is permitted to discharge only —5,400 gallons per day (-0.008 cfs) into a stream that flows at an average of 35.2 cfs, so the dilution of the waste stream is sufficient to do away with fecal coliform monitoring per DWR policy. Our Water Treatment Plant permitting strategy doesn't include fecal coliform monitoring due to the nature of the wastewater generated.
