full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc) that can be administratively renewed with minor changes, but can include

Background:
This is an industrial facility (textiles), but wastewater is not used in industrial processes. This
discharge is 100% domestic wastewater. Facility does not have fecal monitoring because dilution
is greater than 330:1. The level B model was done in 1976 and has not been updated, but no BOD
issues are indicated.

Nicole,
Ok — I have a better answer for you now! For domestic dischargers that have instream dilution > 330:1
(which is relatively uncommon) we don't require fecal coliform monitoring. This is an old policy based
on instream sampling studies that showed that at that dilution, fecal coliform has no impact on
streams.
This facility is permitted to discharge only —5,400 gallons per day (-0.008 cfs) into a stream that flows
at an average of 35.2 cfs, so the dilution of the waste stream is sufficient to do away with fecal
coliform monitoring per DWR policy.

You know what, I misspoke! This is not a WTP — I am sorry. I read your email too quickly and saw the
acronym and ran with it. Let me look into why this permit doesn't have fecal coliform monitoring. You
are right, it treats domestic waste so it probably should at least monitor. I will get back to you.

Hi Nicole,
Normally the need for fecal coliform monitoring is triggered by the presence of any domestic waste.
Our Water Treatment Plant permitting strategy doesn't include fecal coliform monitoring due to the
nature of the wastewater generated.

disinfection section of the permit I noticed that there is no fecal/E. coli monitoring. What would

Sanitary Wastewater Treatment System
The Sanitary Wastewater Treatment System at the referenced facility, consisting of septic tank, dosing
facilities, distribution box, and surface sand filter treatment, generates a minimal amount of sludge.
When necessary, a contract sanitary waste hauler will be contacted to pump out the solids, and dispose
of them at a permitted waste treatment facility.
