Mr. Montebello:
The Town of Clayton is requesting Speculative Limits for an expansion of the NPDES Permit# NC-
0025453.The Town is requesting speculative limits based upon an additional 7.5 mgd to be added to
our current 2.5 mgd. This would bring our total wastewater allocation to 10 mgd. The 10 mgd was
identified in our recent 20 year capacity study and is intended to meet current and future needs of our
residents and industrial customers.The Town is planning a phased approach to the construction of the
new facility beginning with an expandable 6 mgd facility.
The Town has been working with Dewberry Engineers on a River Model for the past year and is due to
submit the final set of comments within the next 10 days.The model concludes with agreement from
the modeling staff that the DO in the river would continue to be protected with the additional flow.
In addition,the Town has been busy acquiring additional nitrogen allocation for the flow expansion and
currently is in the Public Notice phase of a permit modification for the additional nitrogen pounds.
The Town appreciates that the permitting staff has already engaged this task, as the Town has a
