As requested in your letter of June 8, 2020, we offer the following response outlining reasonable
explanation of why violations occurred and a Plan of Action to prevent recurrence:
1. Storm Water Pollution Prevention Plan (SPPP)
The plan was updated in 2012 (see attached). We will update to comply with permit within 60 days.
2. Qualitative Monitoring
The last available qualitative sampling was conducted in 2012. The plant operator at that time left
about a year later and this monitoring information was not passed on to the new operator. Our
consultant will conduct on -site training for our two (2) plant operators on monitoring requirements
and sampling techniques.
3. Analytical Monitoring
The last available analytical Monitoring was conducted in 2012.. The plant operator at that time left
about a year later and this monitoring information was not passed on to the new operator. Our
consultant will conduct on -site training for our two (2) plant operators on monitoring requirements
and sampling techniques. Sampling containers are on -site.

Due to recent increase in Covid-19 cases in NC, training will be conducted as soon as it is safe to do so.
Also, Consultant will be visiting facility quarterly until monitoring and inspections are well underway.
