Staff is capable of allowing peak flows to bypass the station and flow to the Lower Muddy Creek WVVTP by gravity. The letter requests an allowable flow rate of 240 GPD per single-family residential unit (three bedroom) based on the evaluated data for the current service area. As you are aware, the issue of an approved flow reduction has been outstanding for quite some time. We appreciate your assistance and patience in the matter and are pleased to offer a resolution. The methodology and data evaluated for this request was discussed with you and your staff, regional office staff and central office staff during a meeting on June 14, 2005. The evaluation included data collection From tax records (age and bedrooms) and utility billing (water consumption) and DMR records for the treatment plants. Based upon this data and with concurrence from our Winston-Salem Regional Office, the Division hereby approves the use of 240 GPD per single-family residential unit (up to three bedrooms) in all applicable non -discharge permit applications whether issued by the Division or through your delegated sewer extension permit program. This value shall be incremented by 80 gpd per additional bedroom above three. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the NPDES�ermits for the treatment facilities or exceed the capacity of the sewers downstream of any new sewer extension or service connection(s). Attached to this letter is a copy of the reference 1 form, the reference 2 set of plans, the reference 3 Flow Reduction Letter, the reference 4 NCGS map, the reference 5 aerial photo of the site, the reference 6 Flow Tracking For Sewer Extension Application (FTSE 10-18) and the reference 7 certificate of existence from NC Department of the Secretary of State. The reference 8 check will be hand carried to NCDENR. These 2 mobile home sites are existing and are owned by one owner. Mr. Frank Basadre represents Basa Investments Inc and will be the main contact for this site. These 2 mobile home parks are adjacent to each other and produce residential type waste water from the mobile homes only. These mobile homes are currently using septic tanks and drip lines to handle the waste water, and they wish to tie into the WS/FC Utility Commission treatment plants. They plan to send the waste water to the Elledge Sewer Treatment Plant. There are no lift stations involved. The pipes will all be 8" pvc and 8" dip and will be gravity flow. To the best of my knowledge and ability these plans have been prepared in accordance with the NCDENR Design Criteria for the permitting of Gravity Sewers. This site has 160 - 2 Bedroom mobile homes and 100 - 3 Bedroom mobile homes. Please be aware that the WS/FC Utility Commission was granted a flow reduction allowing the 3-Bedroom mobile homes to be considered as being 240 gallons per day instead of the 360 gallons per day. The 8" pipe will be ductile iron pipe centered above the 36" rcp as shown on the plan profile sheet. On plan profile sheet 5, the new 8" sewer line will cross under a 24" rcp storm drainage pipe. The 8" pipe will be ductile iron pipe centered below the 24" storm drain pipe. It will be necessary for the applicant to obtain a grading and erosion control permit from the City of Winston Salem/Forsyth County. The erosion control inspector is being contacted and provided with an index plan to help with the planning of the phases and techniques for the erosion control on this site. All of this property is owned by the same owner, who will also own the new sanitary sewer lines. It will not be necessary for an easement to be established for the new sewer lines. The existing water lines on this site are 2" and 3" PVC private lines. They do not need easements on this site either. There are several places where the new sewer lines will cross ditches. All new sewer lines are to be placed under the ditches. In some places it will be necessary for the ditches to be graded and filled in with soil and stone as shown. Ditch will still function as a ditch and maintain downhill slope in the correct direction to allow the ditch to continue to function . If we encounter wet lands, it is our intent to bore and jack under these locations. And, if we are called upon the get permitting from the Army Corps of Engineers, we will begin the process immediately. The pipe will be placed under travelways and under areas of no traffic. The depths of the pipes will vary from 3' to 12'. According to the Department of Agriculture Soils Report for Forsyth County the soils in this area are pacolet and cecil.
