To continue processing the application, we request additional information to satisfy the requirements stipulated in 15A NCAC 02T .0204. (a) Permits for domestic wastewater shall only be issued in cases of environmental emergencies, nuisance conditions such as odors and vectors, health problems, or for unavoidable delays in construction of systems previously permitted under this Section. It seems that the justification for this permit would be the occurrence of environmental circumstances (i.e. excessive rainfall, other?). Please identify under what circumstances or when and how the decision will be made to begin pump and haul activities for each month or any given day in the absence of chronic or excessively acute rainfall. Use historical rainfall and wastewater flow data to provide an estimation in support of the request. Regarding flow estimations, the pump and haul application stated the maximum amount to haul would be 150,000 gpd while the Brunswick County Public Utilities letter of flow acceptance indicates that they can receive up to 1.2 MGD on an intermittent basis. Recent email correspondence that we have been copied on indicates that the value of 150,000 gpd has being exceeded by over 100% (308,000 + gallons off-load to Rice Creek LS). As indicated, provide an estimate of the wastewater flow to be hauled, based on historical flow records. The WiRO recommends that both parties determine the approximate maximum flow, as exceedance of that value would result in violation notices and likely civil penalties.
