John Geewax Oneal Drive — Ocracoke Island Hyde County Proiect Settin¢ The 3.01-acre project site is located off SR 1357 (Oneal Drive) on the east side of Ocracoke Village adjacent the Pamlico Sound near Horse Pen Point in Hyde County, North Carolina. The site is a sandy berm/upland area bordered on the northeast side by the Pamlico Sound and the southwest by a coastal wetland marsh vegetated primarily with Juncus roemeranus (Black Needlerush). Access to the sandy upland is by a ±20' wide x ±200' long filled road across the marsh from SR 1357. The sandy upland berm ranges in width from ±70' to ±200' and has an elevation of approximately 4' above the normal water level (NWL). The upland berm is subdivided into 5 lots and the largest containing the most upland located on the northern end (Lot 4, Section 1 of Issac and John O'Neal Heirs). This lot has served as a spoil area in the past for dredging projects authorized by Major CAMA/Dredge and Fill Permits 132- 87 and 78-01. This lot has considerably more elevation as a result of the spoil deposition activities as much as 9' above the NWL. The spoil material (sand) has and continues to be redistributed as part of development activities undertaken by the property owner, across the other remaining 4 lots. Vegetation on the sandy upland berm consists of salt meadow hay (Sartina patens), american beach grass (Ammophila brevili ugulatal, pennywort (Hydrocotyle bonariensis) and sea oats (Uniola paniculata). The upland/wetland transition on the southwest side of the upland berm is vegetated with wax myrtle (Myrica cerifera) and red cedar (Juniperus vir iniana). The last lot on the south side of the upland berm is developed with a single family residence and associated biofiltration wastewater treatment system. There is also a 6' x 150' long pier with a 20' x 20' L-head platform built into the Pamlico Sound offshore of this lot. The shoreline adjacent the Pamlico Sound is stabilized with the combination of a vinyl bulkhead and riprap revetment for a distance of±750'. Remnants of a 4' wide walkway/boardwalk runs the entire length immediately adjacent the existing bulkhead. There is a f800'long dredged access channel, originally authorized by CAMA/Dredge and Fill Permit No. 132-87, that connects to two dredged basins, authorized by CAMA/Dredge and Fill Permit No. 78-01, located offshore the aforementioned lots. Each dredged basin has a pier constructed to it with a total of six slips between the two piers that we severely damaged in Hurricane Dorian. This dredging and pier construction was conducted as part of the development of the property. The Pamlico Sound at this location is designated as Coastal Waters by the Marine Fisheries Commission as well as SA by the Environmental Management Commission. The offshore waters adjacent to this site are open to shellfishing. John Geewax Oneal Drive — Ocracoke Island Hyde County Page 2 Project Description The applicant is proposing to further develop each of the four remaining unoccupied lots with a single family residence each with associated wastewater system, driveway and parking. Three of the four proposed wastewater systems will be biofiltration and one will be a conventional system. Each wastewater system has been authorized by the Hyde County Health Department. The conventional system is proposed to be constructed on the largest lot on the north end of the upland berm. This lot will also be used to support two of the biofiltration wastewater systems for adjoining lots lacking space to support both a residence and wastewater system. These two lots will have a lift station to pump the wastewater from the residence to the biofiltration system on the northern lot. The driveway and parking areas are to be constructed with gravel. Each residence will have a 3' wooden boardwalk constructed from the residence ranging from 30' to 40'in length to the 3' x 360' boardwalk to be reconstructed adjacent the bulkhead. Anticipated Impacts The project as proposed will disturb 16,964 ftz of uplands. There are no proposed wetland or open water impacts proposed in this application package. Impervious surface coverage for the entire upland area will be 14,223 ft2 or 10.8%. Impervious coverage within the Estuarine Shoreline is 10,419 ft' or 20.9%. Home construction will result in 2,496 ft2 of additional impervious surface coverage in Zone 2 of the Tar/Pamlico River Basin Buffer. There will be 460 ftz of Zone 2 shaded by open wooden decks elevated 8' above the existing ground level. Impacts in Zone 1 of the Tar/Pam Buffer, which will now be the 30' CAMA Buffer, total 1,740ft2 of wooden walkway from the homes to the bulkhead and boardwalk along bulkhead. Mitigation credits for these impacts were purchased before the original permit for this project was issued. The project will result in an increase of surface runoff from the developed areas. This application and associated plats discuss the Tar/Pam Buffer impacts as the application was received complete before this office was notified of the Division of water Resources changes that made Ocracoke Island no longer subject to the Tar/Pam Buffer. The remaining existing improvements on the properties include an asphalt/gravel driveway, bulkhead, rip -rap shoreline, two piers with 7 boat slips and one boat house.
