Impact JVstification (Avoidance and Minimization) A44a canner)+ Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower -impact ( site layouts, and explain why these design options were not feasible. Also discuss how impacts I! were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. To minimize impacts to the existing streams and wetlands an environmentally friendly route was chosen for access to lots 88-91. Access from NCDOT State Road (Ligon Mill) is prohibited at this project site. The private driveway was selected for access to avoid taking a road across the perennial stream, which would have resulted in considerably more impact to the stream, wetlands and buffers. Site constraints include wetlands, Neuse River Basin Buffers, CSX Transportation Railroad and prohibited access off of Ligon Mill Road. To protect the buffers and existing wetlands and stream, an earthen, grassed Swale is proposed between the edge of the proposed driveway pavement and the Zone 2/Zone 1 limit. The grading for the road and for the swale will be mostly cut and only a small portion will require fill based upon the Terrain. Avoidance of fill should help to minimize the impacts during construction. Also, avoidance of impact to the streams and buffers was considered in the layout of the subdivision such that there are no road crossings or other impacts proposed to the streams, buffers or wetlands other than the sewer lines as described in 401 Approval (DWQ project # 04-0591). V III. Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams.
