In addition, you should acquire any other federal, state or local permits before you proceed with your

This approval is valid solely for the purpose and design described in your application (unless modified

Dear Mr. Hennessy,
I met with Mr. Tom Steffens (DWQ Washington Regional Office) onsite today to review the April 19th
DWQ letter requesting justification for the 170' of linear stream impacts. I explained to Mr. Steffens how
the project would be constructed. We were unable to come up with 170' of linear stream impacts. Mr.
Steffens was going to follow up with a phone call to Mr. Scott Jones (CAMA Morehead City) after noting
the CAMA Bio-report referring to 170' of rip rap placement. The 170' of riprap will be placed behind
existng wing walls that angle away from the stream. This may have triggered the letter from DWQ thinking
all 170' would be along the stream. Should you have any questions concerning this please contact Mr.
Steffens or myself to get this resolved so the CAMA processing can continue. Thank you for your time in
this matter.

Dear Mr. Johnson:
On February 27, 2001, the NC Division of Water Quality (DWQ) received your application for a 401 Water Quality
Certification and Tar-Pamlico Buffer Rules Approval for the proposed paving and widening of SR 1343 in Pamlico County.
In accordance with 15A NCAC 2B .0233, a thorough inspection of your application has been conducted by staff of the DWQ
Central Office. Based on this review, along with your application materials, we have determined that additional information
will be required to complete our review. Please provide the following information:
Please provide justification for the proposed 170 linear feet of new stream and buffer impacts proposed for the
placement of rip-rap to fortify the bridge abutments. We suggest that you reduce these impacts to less than 150 linear
feet of stream and buffer impacts if possible. If stream impacts exceed 150 linear feet of perennial streams following
your review of the project design, compensatory stream mitigation will be required in accordance with 15A NCAC 2H
.0506(h). If Tar-Pamlico Buffer impacts exceed 150 linear feet following your review of the project design, buffer
mitigation will be required in accordance with the Tar-Pamlico Buffer Rules (15A NCAC 26.0259). If the proposed
impacts cannot be reduced, please discuss how you plan to address the stream and buffer mitigation requirements for
this project.
Until the information requested in this letter is provided, I will request (by copy of this letter) that the Corps of Engineers
and NC Division of Coastal Management place this project on hold. Also, this project will be placed on hold for our
processing due to incomplete information (15A NCAC 2H .0507(h)).

8. PROJECT SUMMARY: The applicant proposes to pave and widen NCSR 1343 in
Pamlico County. This upgrade will include the replacement of Bridge #8 with a
concrete span bridge and the installation of riprap along the new bridge abutments.
9. NARRATIVE DESCRIPTION:
Project Setting
NCDOT owns and maintains NCSR 1343 in Pamlico County. The existing roadway
consists of a typical road base aggregate mixture approximately 20 ft. wide. NCSR 1343
intersects with NC Hwy. 55 in Bayboro and leads south away from town for approximately
1.59 miles. Roughly 0.8 miles from the intersection with NC Hwy. 55, NCSR 1343
crosses the South Prong of the Bay River. The crossing is approximately 80 ft. wide and
the average water depth beneath the crossing is -5 ft. NWL. On either side of the existing
bridge the road acts as a causeway across a coastal marsh flat consisting primarily of
Juncus roemarianus. The total distance through the marsh is 460 ft. The roadbed is
approximately 1 ft. above mean sea level. The South Prong of the Bay River is classified
SC SW NSW by the NC Division of Water Quality. The crossing is approximately 1.25
miles upstream of the NC Hwy. 55 bridge and 1.4 miles upstream of the confluence with
eth North Prong of the Bay River. Undeveloped forested shoreline dominates this portion
of the South Prong. Primary uses of the South Prong in this area include recreational
boating and fishing.
Project Description
The applicant proposes to pave and widen NCSR 1343 in order to improve safety and
traffic movement as well as comply with State highway standards for secondary roads.
The new roadway width will be 30 ft. As part of the improvement to NCSR 1343,
NCDOT intends to replace Bridge #8 over the South Prong of the Bay River that consists
of 47 year-old timber flooring and joists. The new bridge will consist of concrete and steel
construction and will also have a roadway width of 30 ft. The improved roadway will
result in a 3 ft. westerly shift of the new bridge from its current position. In order to
fortify the bridge abutments, the applicant will install approximately 170 linear feet of rock
riprap. Construction methods used during the project will include an excavator, bulldozer
and crane for the roadway upgrade, bridge demolition / placement, fill, and rock
installation. All activities will be land based and include access for workers and the
delivery/removal of construction materials. There will be no other upland development
during the proposed construction.

Anticipated Impacts
The proposed roadway-widening portion of the project will result in the fill of
approximately 4600 ft.' of coastal marsh (primarily Juncus roemarianus). The new bridge
will shade a 2700 ft.' area of estuarine and public trust waters. An increase of roughly
1200 ft.' above the existing bridge. The riprap will be placed so not to exceed more than
5 ft. waterward of the NWL. This alignment will result in 425 ft.2 of shallow bottom
habitat being filled. Some temporary, construction related increases in turbidity can be
expected during the installation of rock and bridge pilings below the normal water level.
Sediment curtains and silt fences have been proposed in an effort to control erosion that
could impact both surface waters and surrounding marsh areas. While the entire project
area involves 17000 ft.2 within or adjacent to CAMA AECs, the existing roadway
footprint will increase by approximately 6000 ft.2
