PROJECT SUMMARY: The applicant proposes to construct a public access pier at Lou Mac Park in the Town of Oriental. FIELD INVESTIGATION REPORT: TOWN OF ORIENTAL - LOU MAC PARK PIER PAGE 02 9. NARRATIVE DESCRIPTION: Project Setting The site is a 0.49 acre parcel in the town of Oriental locally known as Lou Mac Park and located at 602 South Avenue. The park is adjacent to the Neuse River in Pamlico County, North Carolina.. The site is approximately 5' in elevation above the NWL. The park fronts South Avenue on the north and the Neuse River on the south. The majority of the upland area on the property is vegetated with sod grass and a few scattered live oak trees. Vehicular parking spaces for the park are available in a. marked parking area on the east side of the park and in unmarked parking spaces along South Avenue, Neuse Street and Freemason Street. A pier utilized by the public >n the same vicinity existed up until the mid to late 1990's. The town applied for and was granted a CAMA Public Access Grant for a public pier at Lou Mac Park in 2006. The tract has approximately 2351inear feet of shoreline. The shoreline is hardened and stabilized with a bulkhead. The bulkhead is reinforced with granite and marl rip rap for additional protection. No Coastal or Section 404 Wetlands were observed on the property during the site visit. The adjoining waterfront property to the east is a small parcel of land that is covered with rip rap and tapers down to the Right-of-Way of South Avenue. The property to the east of the park has asingle- family dwelling and a private pier constructed on it. The Neuse River is approximately 3.5 miles wide in the project area. The water depths in the project vicinity are in the -2' to ~' range below NWL. No SAV was observed from the shore during the site visits and this was confirmed during the review of the aerial photos. The Neuse River is classified by the EMC as SA; NSW, HQW in the project vicinity. It is not classified by the Division of Marine Fisheries as a primary nursery area. The river is closed to shcllfishing by the Division of Environmental Health's Shellfish Sanitation Qranch. The Town of Oriental's Land Use Plan categorizes this area of the county as Developed, with all AEC's classified as Conservation. Project Proposal The applicant proposes to construct a public access pier at Lou Mac Park. The proposed pier would be 9' wide and extend 100' beyond the existing shoreline. A 20' wide x 20' long platform is proposed at the end of the pier. The applicant proposes to construct the pier utilizing pre-cast concrete slabs supported with 4" x 6 -12" timbers, and 10"pilings. No slips are proposed at the pier. The pier is currently proposed to enhance public access for activities such as viewing and fishing. The water depth at the end of the proposed pier is approximately -4' below NWL. ~ The dock would extend out a total of 120' into the Neuse River. The pier walkway would be set back 43' from the adjacent riparian line to the east and 188' from the adjacent riparian line to the west. The platform would be 37.5' from the eastern riparian line and 182' from the adjacent riparian line to west as proposed. Anticipated Impacts The pier and platform would usurp 1,300 square feet of estuarine waters and public trust area, of which, all 1,300 square feet would be shaded. The proposal as submitted would create additional access to the Neuse River for the public. The additional pier width requested in the application is to FIELD INVESTIGATION REPORT: TOWN OF ORIENTAL - LOU MAC PARK PIER PAGE 03 increase the safety and handicap accessibility of the pier considering the purpose of the pier as a public access pier. The pier would not extend out into the main body of the river where the majority of the traditional navigation occurs. There would be no additional boat slips created by the pier. A localized and temporary increase in turbidity can be expected during the in-water portions of the construction. The proposal.would not create any new impervious surfaces in the park or inside of the N.C. Division of Coastal Management's 75' Estuarine Shoreline AEC.
