Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: On-site elevations range from 670-690 feet above mean sea level (Figure 2). The project area land-use consists of undeveloped forested areas, maintained fields, and parking lots. Land cover within the project area consists of deciduous forest and mixed forest, low intensity impervious, and open space (Figure 3). According to the United States Department of Agriculture - Natural Resources Conservation Service (USDA-NRCS) Web Soil Survey of Mecklenburg County (Figure 4) and the NRCS Published Soil Survey for Mecklenburg County (Figure 5), current and historic on-site soils consist of three different soil types. None of the on-site soils are listed on the Web Soil Survey as containing hydric inclusions. National Wetlands Inventory GIS layer does not depict any wetlands within the project limits (Figure 6). There are two jurisdictional waters of the U.S. located within the project boundary totaling approximately 143 linear feet (Figure 7). 3b. Describe the overall project in detail, including the type of equipment to be used: The project proposes developing the site for a multi-family residential development. Under NWP No. 29, proposed impacts to jurisdictional waters associated with this project total 50 linear feet of stream channel and banks. The proposed site plan and impacts are depicted in Attachment E. The Stream Impact No. 1 (S1; 25 lf) is needed due to the parking lot location and City grading requirements. The slope will be graded at 3:1 and will be matted, seeded, and replanted with native trees and shrubs. The grading will extend down to the edge of the stream bed, triggering a notification to the NCDEQ. The Stream Impact No. 2 (S2; 25 lf) consists of cutting back the bank to create a new channel for pipe outfall. The proposed rip rap apron is completely within the new channel, minimum 2 feet away from existing bottom of bank. The project will not result in loss of waters. To avoid and minimize impacts to jurisdictional waters of the U.S., the site was delineated prior to finalizing the site plan. The site was selected partially due to the lack of significant waters resources. The original plan called for 130 lf of rip rap within the Streams A and B as required by City Engineering. However, with design changes all the proposed rip rap was able to be removed from the stream bed.   1b. Proper sediment and erosion control measures will be used to minimize disturbances to downstream waters. Silt fence will be installed around the jurisdictional features, outside of the avoided wetlands and streams.
