Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* Approximately 41 acre rural farm tract with appropmately 20 acres of cleared land and approbmately 16 acres of unimproved woodland. The cleared land is used for conventional row crops. The vicinity land use is mostly farm land and woodland. A fewsingle family subdivisions are being built in the general area changing the mostly rural area to a more populated setting. 4b. Explain the purpose of the proposed project:* The purpose it to construct a 29 lot subdivision of single family homes. Each lot will be individually owned by the homeowner. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The 29 lot subdivision will be constructed on the cleared crop land so there should be no clearing of trees. Each individual lot will be used to provide onsite septic for each individual home. The water will be supplied by the County and electricity from the power company. These utility lines will be installed to run down the constructed streets. The streets will be graded by bull dozier and motor grader. The streets will then be stoned and asphalted. Drainage will be provided by street ditches draining to drainage easements located on the lot lines. There will be a small wetland impact (0.04 acre) due to a necessary street crossing. This is the only impact to wetlands and there are no stream or Neuse buffer impacts. There should be no indirect impacts to the environment by this project. Only lot 2 has wetlands on it. This wetland amount is very small very and located at the back of the lot so it should not be affected by house construction or on site septic. The wetlands will be shown on the final plot map and language added not to impact the wetlands Without proper permits. This project has no plans for expansion. 4j. The design tried to cross the wetland at a narrow section. The engineer stated the ditch slopes have been steepened and the street shoulders narrowed to lessen the wetland impact. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Care will be taken not to work in wet weather conditions and when rain is immanent. Sediment control to protect the wetland Will be installed prior to construction impact. Care will be taken to only impact the permitted area and construction disturbance will be reduced as much as practical. There does not appear to be any old growth pines on the property and there will be no construction in the woods. 2) %use River Waterdog-The %use River Waterdog is found in fast flowing clean streams, there will be no construction or impact of any streams on this project. 3) Carolina Madtorrm The Carolina Madtom prefers clear flowing water from 1-3 feet deep. These habitats include seagrasses or submerged aquatic vegetation that are found in the intertidal and subtidal zones of estuaries and nearshore coastal waters. Some deepwater reef communities (coral or tubercid worm reefs) have also been excluded from the inventory. These habitats, because of their depth, go undetected by aerial imagery. Data precautions Federal, state, and local regulatory agencies with jurisdiction over wetlands may dene and describe wetlands in a dierent manner than that used in this inventory.
