Permit: WQ0023261 Owner - Facility:Onslow Water and Sewer Authority
Inspection Date: 07/24/2020 Inspection Type: Compliance Evaluation Reason for Visit: Routine
Inspection Summary:
A compliance inspection was conducted on the Swansboro WWTF on July 24, 2020. The evaluation was to verify that the
facility is operating in compliance with the conditions and limitations specified in Permit WQ0023261 for the purpose of the
2020 renewal process. The primary ORC, Mike Lutz, was present during the inspection and was extremely knowledgeable
and helpful during this time.
The facility is currently treating an average of approximately 500,000gpd for the month of June, 2020, of the permitted flow of
600,000gpd. The facility utilizes a dual oxidation ditch treatment process with disposal consisting of four (4) infiltration
basins located off site. The Operation and Maintenance logs are extremely organized, with activities well documented and is
much appreciated. The facility is compliant with the non -discharge permit W00023261.
However, there are some things needed to address in the near -term:
1. The freeboard gauge in the 5-day upset pond was not installed due to a storm knocking it down and needs to be
reinstalled.
2. There is vegetation growing in the infiltration basins that is obstructing view of the freeboard gauges.

Results are recorded in the maintenance log, along with generator fuel capacity.
Treatment Barscreen Yes No NA NE
Is it free of excessive debris? ❑ ❑ ❑
Is disposal of screenings in compliance? ❑ ❑ ❑
Are the bars spaced properly? ❑ ❑ ❑
Is the unit in good condition? 0 ❑ ❑ ❑
Comment: This process involves a 1.5 mgd mechanical screen with a screw conveyor and a vortex grit
chamber manufactured by Lakeside Raptor, accompanied by a high-level float system. There is
a bypass channel with a manual barscreen available in times of need.
Treatment Activated Sludge Yes No NA NE

Is Dissolved Oxygen adequate? ❑ ❑ ❑
Are Settleometer results acceptable? ❑ ❑ ❑
Is activated sludge an acceptable color? 0 ❑ ❑ ❑
Comment: This process involves the use of variable frequency drives to control the rotor brushes and DO
levels inside of the two 300,000 gallon oxidation ditches, with a sluice gate connecting the two.
Oxidation ditch #1 is only used in peak -flow events.
