Roberts Aqua North Carolina, Inc. 202 MacKenan Court Cary, NC 27511 SUBJECT: Compliance Evaluation Inspection Meadow Ridge Subdivision - Water Treatment Plant Discharge NPDES Permit No. NCO088927 Guilford County Dear Mr. Roberts: Donald van der Vaart Secretary On February 3, 2015, Mike Mickey of this office met with Pete Dealing to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Meadow Ridge WTP. The system was found to be compliant with the NPDES permit. The inspection findings are - detailed below and an inspection checklist is attached for your records. I. Permit The NPDES permit expires next on February 28, 2017. Please note that at the next renewal the permit will require that the monthly self -monitoring reports (DMRs) for the Meadow Ridge Subdivision be submitted electronically per new EPA rules. H. Self -Monitoring Program The- DMRs were reviewed for the period January 2014 through December 2014. The facility was found to be compliant with the final. NPDES effluent limits for the above period (See data summary attached). In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. III. Facility Site Review The components of the filter backwash system consist of four green saridfilters followed by liquid dechlorm* ation. The flow estimate on the DMR is the maximum 24 hour backwash rate of 0.0005 MGD. In most cases, the actual flow is less than this value. IV. Operations and Maintenance The facility appeared competently operated and maintained. Roberts Page #2 February 4, 2015 V. Records/Reports A review of the facility files found the operators records to be thorough and maintained according to the permit. A comparison of the December 2014 self -monitoring report with the corresponding operator records and laboratory data sheets from Water Tech Labs showed that all values were transcribed correctly onto the DMR. VI. Effluent/Receiving Waters The .system discharges into the headwaters of a tributary of Kings Creek, class `B" waters of the Roanoke River Basin. Aqua staff performs the on -site monitoring for pH and total chlorine. Water Tech Labs performs the analyses for all other parameters. 3. This type of inspection consists of two basic parts: an in office file review and an on -site inspection of the treatment facility. The system was found to be in compliance with the NPDES permit. The attached EPA inspection form notes the seven (7) areas that were evaluated. The findings and observations are outlined below: I. Permit The NPDES permit was recently reissued with an effective date of March 1, 2012. II. Self -Monitoring Program The monthly self -monitoring reports (DMR's) were reviewed for the period June 2011 through May 2012. The facility was found to be in consistent compliance with final NPDES effluent limits for the above period (See data summary attached). Two effluent limit violations were noted; a monthly average TSS violation in November 2011 and a daily maximum total residual chlorine violation in May 2012. In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. 111. Flow Measurement The NPDES permit specifies a 2/month flow estimate. The effluent flow values reported on the DMR are measured by an in -line totalizing meter. IV. Operations and Maintenance The facility appeared to be competently operated and maintained. No problems or concerns were noted. Well buffer of 100 feet would eliminate some of this land, but there is still a potential for the remaining land to be used. He also states that "... before a final design and/or approval could be given, an actual on site soils evaluation would be required". PART IV - EVALUATION AND RECOMMENDATIONS WSRO recommends issuance of the permit for the discharge created from backwashing of the green sand filters at Meadow Ridge Subdivision with the following stipulations: 1) If TRC limit is imposed, it may be necessary to add dechlorination system prior to discharge. Yes, this system is installed. 2) If so, when was it installed and made operational? 1 would need to find this out as Aqua purchased this system, however, as -built drawings were submitted on 511212009. PWS noted the system made changes existing filters, and this was in violation with the DEH rules, on 511212009. As for when the previously existing filters were installed, I cannot answer easily. (Aqua NC) currently owns and operates an existing well - - water system serving Meadow Ridge Subdivision (Meadow Ridge), located southwest of Stokesdale, N.C. in Guilford County. The well system is supplied by the combined yield from two (2) wells that are equipped with an assembly of green sand filters for the treatment of groundwater prior to distribution to the Meadow Ridge community. These filters will be backwashed, using potable water, approximately once every day. This backwash is a relatively small volume of approximately 2,500 gallons. The discharge will leave the well house via a 2" plastic pipe, and will be released into an intermittent stream that is an unnamed tributary to Kings Creek in the Roanoke River basin. The well system is existing but required that filters be installed in order to insure consistent compliance with public water supply requirements. Whereas there will be a discharge of low volumes of filter backwash, Aqua NC is required to obtain an NPDES permit for the operation of the filters and backwash discharge. The Meadow Ridge water system currently has 65 customers and has reached the approved number of connections. The two (2) wells provide 105 gpm. No expansion of the capacity of this well system is planned and the system is sufficient to serve the subdivision. No expansion of the subdivision or service area is planned. Therefore, there is no potential for any substantial population increase to affect the existing rate of water use or proposed backwash discharge flow (2500 gallons/two days.) The review of this source and the consideration of alternatives is being made with inclusion of consideration of the guidance contained in "Permitting Strategy for Greensand Filtration Water Treatment Plants - January 2004" and "NPDES Permitting Strategies For Potable Water Treatment Plants — September 2007". 1.02 Scope: The scope of this project is limited to the investigation and evaluation of alternatives for treating and/or disposing of the green sand filter backwash from the well system at Meadow Ridge Subdivision. This includes consideration of the feasibility of discharging the backwash to surface waters and options for eliminating the existing discharge. Section 2: Background Information 2.01 Project Area: 4 The existing service area is limited to Meadow Ridge Subdivision. All homes are single family residences. There are no commercial or industrial customers. All wastewater is typical backwash from green sand filters. The proposed discharge coordinates are: Longitude: -80 deg. 00 min. 16 sec. W Latitude: 36 deg. 12 min. 40 sec. N 2.02 Site Characteristics: The subdivision is located in an urban/rural portion of Guilford county, outside any municipal limits and remote from public water and/or sewer. The nearest existing sewer is approximately 7.25 miles (38,300 feet) away. The general area has soil characteristics which are somewhat limited to the possibility of on site treatment and disposal. Terrain is generally rolling but has been graded level at the existing well site. 2.03 Receiving Stream Characteristics: The receiving stream is intermittent in nature and is an unnamed tributary to Kings Creek, which is class B waters. The re_ceivin-g:-stmorn—appears to be a zero flow stream (7Q10 and 30Q2 = 0) but since the wastewater discharge is,not_oxygen--_) consum-di ing,scharge into the zero flow stream should be allowable under state procedures. This receiving stream has no known outstanding features or characteristics that should preclude the proposed discharge. There are no known endangered or threatened species and these are not threatened or impaired waters. Section 3: Existing Utilities 3.01 Public Facilities: The nearest existing public sewer is located approximately 7.25 miles southeast of the existing well near the junction of NC Hwy 68 and Pleasant Ridge Road. The distance that would be required for sewer force mains to be installed would be approximately 38,300 ft. This would be the route that appears to be the most practical from an engineering perspective to take advantage of following existing highway right of way and have minimal impact to adjacent property owners. - The City of Greensboro provides sewer services at this nearest location. The possibility of sewer service being extended in this vicinity was discussed with Ms. Y Beth Aheron, Guilford County, Environmental Services Coordinator. Ms. Aheron has advised that there are no plans for any sewer extensions in the Meadow Ridge vicinity. Therefore, consideration of connection to public sewers must be made on the basis of considering the costs and requirements for extending a force main and/or gravity sewers to reach the nearest available publicly owned sewers. 3.02 Private Facilities: There are no known existing private sewer utilities within any reasonable proximity of Meadow Ridge Subdivision that would be available for consideration as a possible alternative. A review of available records did not reveal that there are any private sewer facilities within over a three mile radius. Section 4: Alternatives for Service 4.01: On site surface and/or subsurface disposal: Subsurface Disposal: Appendix F contains portions of soil survey reports that provide insight as to the suitability of the soils for subsurface disposal. As described in the report, these soils are mainly Nathalie-Clifford-Hatboro soils with characteristics that are somewhat limited to very limited with respect to the potential for subsurface disposal. For the purposes of evaluating subsurface disposal as a potential alternative, an application rate of 0.30 gpd/SF will be used as a reasonable assumption for a possible loading rate for these type soils. Of course, before a final design and/or approval could be given, an actual on site soils evaluation would be required. Subsurface disposal requires buffers and land for the drainfields as well as equal areas of suitable soil, be available and maintained as potential repair/replacement areas. Aqua North Carolina owns a 2.44 acre lot around the well. Whereas the wells must have a 100 foot buffer to any disposal site, this would necessitate that Aqua North Carolina acquire additional property to allow for the possible subsurface disposal site, repair/reserve area and buffers. Given the limitations described in the attached soil survey and discussed above, it= (is-doubtful-that-thiss is a viable option. A full and extensive soils investigation of potential sites would be necessary to confirm if useable areas are available. In keeping with the state guidance for alternatives evaluation, the cost effectiveness of this alternative is further evaluated to determine if a detailed soils analysis is appropriate. The costs associated with this option are estimated in Appendix A. This option would require that the discharge be conveyed to an acquired site having sufficient area for subsurface disposal and a suitable reserve area of equal size, and that these areas include adequate buffers from property lines, homes, wells, etc. Surface Irrigation: Disposal by irrigation requires storage capacity for periods of inclement weather when application is not allowable. Therefore consideration of this as a possible alternative must also include the provision of storage of the backwash waters during periods of inclement weather. The soil surveys for this area have determined this to have very limited potential for on site surface disposal. Consideration of this alternative is based on an assumed allowable application rate of 0.20 inches per week which is based on a -' typical range of 0.15 to 0.25 inches per week for this geographic area and the soil conditions generally described in the soils survey. Storage requirements for this area are typically in the range of 45 to 90 days. For purposes of this assessment, a storage requirement of 60 days will be assumed. Considering the relatively benign nature of the proposed discharge, it is not - expected that any additional treatment would be required for surface application. Although the additional cost of conveyance and the additional costs for on site disposal should readily be recognized as a significant cost increase as compared to the alternative of surface water discharge, an estimate of the costs for this alternative is included in Appendix A for comparison. The evaluation is based on a very conservative assumption that the nearest available lands that could be reasonably used would actually be available. A comparison of the costs were made first, using the best (lowest cost) reasonable assumptions. It would obviously be necessary to perform a more detailed site investigation and ascertain if the property owner would consider allowing these lands to be acquired for this purpose. 4.02: Wastewater Reuse Options for reuse of wastewater for this area are essentially nil. Reuse is usually associated with non -potable uses such as irrigation. This becomes potentially more viable if there is a need or outlet for reuse such as irrigation of a golf course. The volume of this discharge is very low and would have little attraction as a source for recycle purposes. This area does not have a golf course within a reasonable proximity, nor are there any other viable options for reuse associated with the subdivision or in the surrounding area. 4.03: Surface Water Discharge This is the proposed method of wastewater disposal. There is no anticipated need to add any new facilities for additional treatment. An estimate of the costs for the continuation of this alternative is included in Appendix A for comparison. 4.04: Combination of Alternatives Alternatives to discharge that may be technologically feasible, such as connection to the nearest public sewer, subsurface disposal and/or surface irrigation, could not be employed in conjunction with the current method of disposal (surface water discharge) and yield any reduction in total capital or operating expenditures. The evaluation of alternatives shows that these alternatives are clearly not viable due to the overwhelming magnitude of associated cost. Combining one of these alternatives while continuing the periodic discharge, yields no reduction in the cost for non -discharge alternatives and merely increases the overall costs. There would be no reduction in capital costs for any of these alternatives and the operating costs for combining surface discharge with either of the other alternatives would be greater than for any single alternative that might be selected. In short, whereas the conclusion that surface discharge is the only viable option due to the overwhelming differential in capital and operating costs, any addition of an additional alternative would merely make the cost differential worse. Section 5: Summary and Conclusions: As can be seen from a comparison of the net present value of the various alternatives, there is a wide difference between the cost estimate of the option of continuing discharge and options to eliminate the discharge. Compared to the cost of the next most cost effective and reliable alternative (subsurface disposal) the estimated Net Present Value is approximately 1,110 % greater. In light of the financial impracticality, it is not necessary to further pursue whether connection is politically acceptable to the POTW or whether land based disposal options are workable. By far, the most practical and cost effective and reasonably practical alternative is the proposed discharge of the relatively benign filter backwash waters to surface waters. Section 6: Proposed Wastewater Treatment Facilities: Based on the findings of this evaluation, it has been concluded that the most economical and practical alternative is to discharge to surface waters. They include a description of the soils and miscellaneous areas and their location on the landscape and tables that show soil properties and limitations affecting various uses. Soil scientists observed the steepness, length, and shape of the slopes; the general pattern of drainage; the kinds of crops and native plants; and the kinds of bedrock. They observed and described many soil profiles. A soil profile is the sequence of natural layers, or horizons, in a soil. The profile extends from the surface down into the unconsolidated material in which the soil formed or from the surface down to bedrock. The unconsolidated material is devoid of roots and other living organisms and has not been changed by other biological activity. Currently, soils are mapped according to the boundaries of major land resource areas (MLRAs). MLRAs are geographically associated land resource units that share common characteristics, related to physiography, geology, climate, water resources, soils, biological resources, and land uses (USDA, 2006). Soil survey areas typically consist of parts of one or more MLRA. The soils and miscellaneous areas in a survey area occur in an orderly pattern that is related to the geology, landforms, relief, climate, and natural vegetation of the area. Each kind of soil and miscellaneous area is associated with a particular kind of landform or with a segment of the landform. By observing the soils and miscellaneous areas in the survey area and relating their position to specific segments of the landform, a soil scientist develops a concept, or model, of how they were formed. Thus, during mapping, this model enables the soil scientist to predict with a considerable degree of accuracy the kind of soil or miscellaneous area at a specific location on the landscape. Commonly, individual soils on the landscape merge into one another as their characteristics gradually change. To construct an accurate soil map, however, soil scientists must determine the boundaries between the soils. They can observe only a limited number of soil profiles. Nevertheless, these observations, supplemented by an understanding of the soil -vegetation -landscape relationship, are sufficient to verify predictions of the kinds of soil in an area and to determine the boundaries. Soil scientists recorded the characteristics of the soil profiles that they studied. They noted soil color, texture, size and shape of soil aggregates, kind and amount of rock fragments, distribution of plant roots, reaction, and other features that enable them to identify soils. After describing the soils in the survey area and determining their properties, the soil scientists assigned the soils to taxonomic classes (units). Taxonomic classes are concepts. Each taxonomic class has a set of soil characteristics with precisely defined limits. The classes are used as a basis for comparison to classify soils systematically. Soil taxonomy, the system of taxonomic classification used in the United States, is based mainly on the kind and character of soil properties and the arrangement of horizons within the profile. The delineation of such segments on the map provides sufficient information for the development of resource plans. If ' intensive use of small areas is planned, however, onsite investigation is needed to define and locate the soils and miscellaneous areas. An identifying symbol precedes the map unit name in the map unit descriptions. Each description includes general facts about the unit and gives important soil properties and qualities. Soils that have profiles that are almost alike make up a soil series. Except for differences in texture of the surface layer, all the soils of a series have major horizons that are similar in composition, thickness, and arrangement. Soils of one series can differ in texture of the surface layer, slope, stoniness, salinity, degree of erosion, and other characteristics that affect their use. On the basis of such differences, a soil series is divided into soil phases. Most of the areas shown on the detailed soil maps are phases of soil series. The name of a soil phase commonly indicates a feature that affects use or management. For example, Alpha silt loam, 0 to 2 percent slopes, is a phase of the Alpha series. Some map units are made up of two or more major soils or miscellaneous areas. These map units are complexes, associations, or undifferentiated groups. A complex consists of two or more soils or miscellaneous areas in such an intricate pattern or in such small areas that they cannot be shown separately on the maps. The pattern and proportion of the soils or miscellaneous areas are somewhat similar in all areas. Alpha -Beta complex, 0 to 6 percent slopes, is an example. An association is made up of two or more geographically associated soils or miscellaneous areas that are shown as one unit on the maps. Because of present or anticipated uses of the map units in the survey area, it was not considered practical or necessary to map the soils or miscellaneous areas separately. The pattern and relative proportion of the soils or miscellaneous areas are somewhat similar. Alpha - Beta association, 0 to 2 percent slopes, is an example. The reports contain soil interpretive information as well as basic soil properties and qualities. A description of each report (table) is included. Sanitary Facilities This folder contains a collection of tabular reports that present soil interpretations related to sanitary facilities. The reports (tables) include all selected map units and components for each map unit, limiting features and interpretive ratings. Sanitary facilities interpretations are tools designed to guide the user in site selection for the safe disposal of sewage and solid waste. Example interpretations include septic tank absorption fields, sewage lagoons, and sanitary landfills. Sewage Disposal This table shows the degree and kind of soil limitations that affect septic tank - absorption fields and sewage lagoons. The ratings are both verbal and numerical. Rating class terms indicate the extent to which the soils are limited by all of the soil features that affect these uses. Not limited indicates that the soil has features that are J very favorable for the specified use. Good performance and very low maintenance can be expected. Somewhat limited indicates that the soil has features that are moderately favorable for the specified use. The limitations can be overcome or minimized by special planning, design, or installation. Fair performance and moderate maintenance can be expected. Very limited indicates that the soil has one or more features that are unfavorable for the specified use. The limitations generally cannot be overcome without major soil reclamation, special design, or expensive installation procedures. Poor performance and high maintenance can be expected. Numerical ratings in the table indicate the severity of individual limitations. The ratings are shown as decimal fractions ranging from 0.01 to 1.00. They indicate gradations between the point at which a soil feature has the greatest negative impact on the use (1.00) and the point at which the soil feature is not a limitation (0.00). 17 Custom Soil Resource Report Septic tank absorption fields are areas in which effluent from a septic tank is distributed into the soil through subsurface tiles or perforated pipe. Only that part of the soil between depths of 24 and 72 inches or between a depth of 24 inches and a restrictive layer is evaluated. The ratings are based on the soil properties that affect absorption of the effluent, construction and maintenance of the system, and public health. Saturated hydraulic conductivity (Ksat), depth to a water table, ponding, depth to bedrock or a cemented pan, and flooding affect absorption of the effluent. Stones and boulders, ice, and bedrock or a cemented pan interfere with installation. Subsidence interferes with installation and maintenance. Excessive slope may cause lateral seepage and surfacing of the effluent in downslope areas. Some soils are underlain by loose sand and gravel or fractured bedrock at a depth of less than 4 feet below the distribution lines. In these soils the absorption field may not adequately filter the effluent, particularly when the system is new. As a result, the ground water may become contaminated. Sewage lagoons are shallow ponds constructed to hold sewage while aerobic bacteria decompose the solid and liquid wastes. Lagoons should have a nearly level floor surrounded by cut slopes or embankments of compacted soil. Nearly impervious soil material for the lagoon floor and sides is required to minimize seepage and contamination of ground water. Considered in the ratings are slope, saturated hydraulic conductivity (Ksat), depth to a water table, ponding, depth to bedrock or a cemented pan, flooding, large stones, and content of organic matter. Saturated hydraulic conductivity (Ksat) is a critical property affecting the suitability for sewage lagoons. Most porous soils eventually become sealed when they are used as sites for sewage lagoons. Until sealing occurs, however, the hazard of pollution is severe. Soils that have a Ksat rate of more than 14 micrometers per second are too porous for the proper functioning of sewage lagoons. In these soils, seepage of the effluent can result in contamination of the ground water. Ground -water contamination is also a hazard if fractured bedrock is within a depth of 40 inches, if the water table is high enough to raise the level of sewage in the lagoon, or if floodwater overtops the lagoon. A high content of organic matter is detrimental to proper functioning of the lagoon because it inhibits aerobic activity. Slope, bedrock, and cemented pans can cause construction problems, and large stones can hinder compaction of the lagoon floor. If the lagoon is to be uniformly deep throughout, the slope must be gentle enough and the soil material must be thick enough over bedrock or a cemented pan to make land smoothing practical. Information in this table is intended for land use planning, for evaluating land use alternatives, and for planning site investigations prior to design and construction. The information, however, has limitations. For example, estimates and other data generally apply only to that part of the soil between the surface and a depth of 5 to 7 feet. Because of the map scale, small areas of different soils may be included within the mapped areas of a specific soil. The information is not site specific and does not eliminate the need for onsite investigation of the soils or for testing and analysis by personnel experienced in the design and construction of engineering works. Government ordinances and regulations that restrict certain land uses or impose specific design criteria were not considered in preparing the information in this table. Agricultural Disposal of Wastewater by Irrigation and Overland Flow Soil properties are important considerations in areas where soils are used as sites for the treatment and disposal of organic waste and wastewater. Selection of soils with properties that favor waste management can help to prevent environmental damage. This table shows the degree and kind of soil limitations affecting the treatment of wastewater, including municipal and food -processing wastewater and effluent from lagoons or storage ponds. Municipal wastewater is the waste stream from a municipality. It contains domestic waste and may contain industrial waste. It may have received primary or secondary treatment. It is rarely untreated sewage. Food - processing wastewater results from the preparation of fruits, vegetables, milk, cheese, and meats for public consumption. In places it is high in content of sodium and chloride. In the context of this table, the effluent in lagoons and storage ponds is from facilities used to treat or store food -processing wastewater or domestic or animal waste. Domestic and food -processing wastewater is very dilute, and the effluent from the facilities that treat or store it commonly is very low in content of carbonaceous and nitrogenous material; the content of nitrogen commonly ranges from 10 to 30 milligrams per liter. The wastewater from animal waste treatment lagoons or storage ponds, however, has much higher concentrations of these materials, mainly because the manure has not been diluted as much as the domestic waste. The content of nitrogen in this wastewater generally ranges from 50 to 2,000 milligrams per liter. The ratings in the table are based on the soil properties that affect the design, construction, management, and performance of the irrigation system. The properties that affect design and management include the sodium adsorption ratio, depth to a water table, ponding, available water capacity, Ksat, slope, and flooding. The properties that affect construction include stones, cobbles, depth to bedrock or a cemented pan, depth to a water table, and ponding. The properties that affect performance include depth to bedrock or a cemented pan, bulk density, the sodium adsorption ratio, salinity, reaction, and the cation -exchange capacity, which is used to estimate the capacity of a soil to adsorb heavy metals. Permanently frozen soils are not suitable for disposal of wastewater by irrigation. Overland flow of wastewater is a process in which wastewater is applied to the upper reaches of sloped land and allowed to flow across vegetated surfaces, sometimes called terraces, to runoff -collection ditches. The length of the run generally is 150 to 300 feet. The application rate ranges from 2.5 to 16.0 inches per week. It commonly exceeds the rate needed for irrigation of cropland. The wastewater leaves solids and nutrients on the vegetated surfaces as it flows downslope in a thin film. Most of the water reaches the collection ditch, some is lost through evapotranspiration, and a small amount may percolate to the ground water. The ratings in the table are based on the soil properties that affect absorption, plant growth, microbial activity, and the design and construction of the system. Reaction and the cation -exchange capacity affect absorption. Reaction, salinity, and the sodium adsorption ratio affect plant growth and microbial activity.
