Dear Mr. Strickland:
On November 24, 2009, the Division of Water Quality (DWQ) received your application dated November'
19, 2009, to fill or impact 0.138 acres of 404/wetland, 10 linear feet of perennial stream, 271 linear feet of
intermittent stream, and 600 square feet of Zone 1 Tar-Pamlico River basin protected riparian buffers and
400 square feet of Zone 2 Tar-Pamlico River basin protected riparian buffers, to construct a high school at.
the site. On January 4, 2010, the DWQ received additional information from you, however, the DWQ has
determined that your application remains incomplete and/or provided inaccurate information as discussed
below. The DWQ will require additional information in order to process your application to impact
protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the'
additional information requested below, we will place this project on hold as incomplete until we receive
this additional information. If we do not receive the requested information, your project will be formally
returned as incomplete. Please provide the following information so that we may continue to review your
project.
Additional Information Requested:
1. Per the requirements of the Tar Pamlico Riparian Buffer Rule, all stormwater drainage from this
site must either be:
a. Treated by a BMP that removes at least 30% of total nitrogen and 30% of total
phosphorus, or
b. Discharged through a correctly designed level spreader. Level spreader design
requirements are set forth in Chapter 8: of the North Carolina Stormwater BMP Manual.
Please provide one Level Spreader Supplement Form for each proposed level spreader.

2. Please provide a full-size plan sheet showing the entire site with its storm drainage system,
including every inlet, outlet, conveyance device and BMP. Please show how diffuse flow
requirements have been met at every proposed outlet location.
3. Please provide documentation of the City of Rocky Mount's approval of the stormwater
management plan for this project by providing EITHER:
a. A valid approval letter from the City of Rocky Mount indicating that the proposed
activity has an approved SMP and one copy of the approved SMP, including full-sized
plan details, calculations and other suppoi Ling information, OR
b. A set of full-sized stormwater plan details and calculations stamped as "Approved" by
the City of Rocky Mount.
Please submit this information within 30 calendar days of the date of this letter. If we do not receive this
requested information within 30 calendar days of the date of this letter, your project will be withdrawn and
you will need to reapply with a new application and a new fee.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
