Dear Mr. Hughes,
On 28 January 2010 Land Management Group Inc, conducted a survey for submerged aquatic
vegetation (SAV) within and in the vicinity of the proposed excavation footprint of the dock located
along the Atlantic Intracoastal Waterway (AIWW), The property was accessed through 1941 Middle
Sound Loop Road (Figure 1).
The project site is located in the Cape Fear River basin. Water levels at the project site are subject
to wind tides and lunar tides. The lunar tidal range within this vicinity of the AIWW is approximately
3.8 feet in amplitude (NOAA). Waters of the AIWW in the project vicinity are classified by the NC
Environmental Management Commission as "SA", which indicates the quality of these waters is
suitable for the harvest of shellfish for human consumption. According to the NC Division of
Environmental Health Shellfish Sanitation Section, this area is currently approved for shellfishing.
The site is also classified as Outstanding Resource Waters (ORW); however, it is not located within
a Primary Nursery Area (PNA).
According to the NC Division of Marine Fisheries scattered patches of SAV have been documented
in the vicinity of the proposed project. The purpose of this survey was to determine the presence or
absence of SAV or SAV rhizomes within the limits of the proposed marina project. All samples
collected were also inspected for the presence or absence of shellfish. For the purposes of this
study, a shellfish resource is defined using the NC Division of Marine Fisheries density standard of 1
shellfish/m2.

Sampling Methodology and Results
Scientists from LMG sampled a total of approximately 15,363 sq ft (0.35-ac) within and in the
immediate vicinity of the proposed excavation (Figure 2). A clam rake was utilized throughout the
entire sampling area to rake to a depth of 6 inches below the sediment surface. A 4 inch diameter
bucket auger was also utilized along shallow water transects.
The secchi depth on the day of sampling was greater than 4.5 ft. Bottom sediment at each sampling
location was qualitatively described in the field by LMG scientists to be largely comprised of fine
sand and mud,
Summary of Findings
Above-ground SAV was not observed by LMG scientists on the day of sampling. Given the
seasonality of many species of SAV, the lack of above-ground biomass was not unexpected.
Therefore, sampling efforts were largely focused on the presence or absence of below-ground
rhizomes. While, NC DMF has recorded the presence of SAV in New Hanover County, neither
above-ground biomass nor SAV rhizomes were documented by LMG scientists within the sampling
limits.
The northern and southern sampling boundaries were extended to include several 'areas of concern'
which were identified on a 2006 NAPP Aerial Photograph. Upon further investigation of these areas,
LMG documented relic oyster shells covered in epiphytic macro-algae.
It should also be noted that LMG scientists did not encounter any live shellfish on the day of
sampling.
