See circled area below. This a 36 pipe at a tributary with a headwall without wingwalls. They are have a issues with getting this area to stabilize and keep having to revisit the site after every rain event. They are requesting to wrap the headwall with rip rap and extend the rip rap about 5 ft beyond the headwall to help stabilize the corners of the headwall. It appears that this is a low spot and a lot of water from the slope and sheet flow from the surrounding area is coming to this area. They have 1 attempted to stabilize this area with vegetation and matting with no success. I believe a part of the issue is from shading. See my sketch below showing the proposed place of rip rap (yellow blocks). I'm not sure why the headwall (red block) extends so far beyond the fill slope on the permit drawings but that will be the approximate limits of the rip rap. I feel like it is a legitimate issue and the rip rap is warranted. I told Jimmy that I did not see any reason why they could not do this, but I wanted to run it by the two of you before I gave them the official green. Please let me know if you have any concerns.
