Fundamentally I do not have an issue with your strategy which is consistent with what we have discussed to date. When you submit the PCN please include your restoration plan which would include your reforestation plan and monitoring strategy. I have a question regarding your current drawing set. The current plan calls for 0.21 of an acre of "temporary fill reforestation", is this area in the same alignment as the old utility corridor and will it be restored in a similar manner as the "hand clearing reforestation"? You have not requested any credit toward the 0.99 of an acre conversion impact, what is the difference between the two? Currently we have 0.53 acre of permanent wetland impact due to the bridge replacement/roadway work. We propose to mitigate this at 2:1 through DMS. There is an additional 0.99 acre of hand clearing. NCDOT proposes to restore handcleared areas along the onsite detour route to offset some of this impact. We've calculated once the utility has been relocated and the detour removed, there would be an 0.30 ac of handclearing that could be restored. This is not including the area of temporary impact (0.21 ac) due to the detour that will also be restored. This would reduce the handclearing impact to 0.69 acre. NCDOT proposes to mitigate this remaining impact at ½:1. Attached are drawings showing the areas discussed. Please let me know your thoughts on this.
