Subject: Rutledge Gas Pipeline Extension Applicaiton Rejection - NOI No. 29186
Greetings,
I am writing to provide directions for the resubmittal of a new eNO1 submitted for the Rutledge Gas Pipeline Extension.
In accordance with the directives included on the original E&SC Approval Letter, dated February 6, 2020, as of April 1,
2019: "All new construction activities are required to complete and submit an electronic Notice of Intent (NOI) form
requesting a Certificate of Coverage (COC) under the NCG01000 Construction Stormwater General Permit. This form
MUST be submitted and a COC issued prior to commencement of and land disturbing activity on the above -named
project."
Land disturbing activity at the project site is complete. Please note that the discharge of stormwater without coverage
under the NCG01 is a violation of the Clean Water Act. For all future projects, a COC shall be obtained prior to any land
disturbing activity.
Please resubmit a new eNO1 with the following corrections made:
• Part D5) Submit the original approval letter (dated February 6, 2020) and tailor the application to match (i.e.
Part Al2) the disturbed acreage, Part D1) date of approval, etc.)
• Part D5) In addition to the original E&SC Approval Letter, include the approval letter dated May 13, 2020 and the
approval letter dated July 24, 2020.
• Part D7) Note that the eNO1 was not submitted prior to land disturbing activity, include the change in acreage
and a brief explanation for the delay in submittal.
• Part D5) As is stated in Part D of the application, for linear projects, upload a site map showing the overall extent
of the project of include the beginning point and end point coordinates.
• Part D8) This is not the most current version of the NOI Certification Form. Use the NOI Certification Form
hyperlinked in Part D of the application. To access, lick the blue letters: "Notice of Intent (NOI) Certification
Form."
