I have spoken to Mr. Hopkins, my perspective is he is concerned about:
? No public notification in the process
? Increase in mosquito populations(area has existing large areas of native wetlands)
? Potential flooding of his and other private property due to the land use Change.
If you and Cyndi believe a site visit will be beneficial I can assign staff to accompany Tammy. My
professional opinion is Mr. Hopkins concerns have no foundation in science and I have tried to dispatch
his concerns and have obviously not been affective. We can be responsive; but it is unlikely we will be
affective(short of relocation) in relaying his concerns and fears.
Please consider Chris P. to be the regional point of contact.

I think that someone from here (probably Tammy since it is wetland mitigation) or WaRO (or both) should go visit the
site with him to hear his concerns. The Corps should be notified to attend if they are interested as well as the PCS folks.

Good morning,
This email is to make you aware of a citizen named Kenneth Hopkins who has concerns about a mitigation wetland that
is being created adjacent to his property by PCS Phosphate in Beaufort County. He has spoken with Gray Hauser on
1/15/10 and myself on 1/19/10 as well as a number of people within PCS Phosphate and the County government and
feels frustrated and as though his issues are not being addressed. He has concerns about flooding and drainage on his
streets and in his yard and health effects caused by waterfowl and mosquitoes attracted by the standing water in the
wetlands. He feels as though he should have been notified about the project prior to construction and was not. He
provided a permit number of 83-09 to reference the project and his contact information is as follows:
