Mercer Environmental Corporation
Permit No. NCO031577
Onslow County
The subject permit was issued to Mercer Environmental Corporation for operation of a
0.120 MGD wastewater treatment facility with a discharge to Northeast Creek. The
permittee currently operates a .08 MGD facility and has applied for an Authorization
to Construct for facilities with an additional capacity of .04 MGD.
CMS Inc. has been issued NPDES Permit No. NCO031500 and an Authorization to Construct
to construct and operate a 0.1 MGD wastewater treatment facility which is to discharge
to Northeast Creek at a point approximately 1,400 feet downstream from the subject
outfall. These facilities have not been constructed.
Mercer Environmental Corp., Inc. has submitted an application to increase the flow of
Permit No. NCO031577 to .3 MGD. CMS, Inc., has submitted a letter stating that a
request will be made to void their permit if the permitted flow of 0.1 MGD will be
assigned to the permit held by Mercer Environmental Corp., Inc.
Based on water quality problems in the New River in the Jacksonville area within the
past several years, the Division has imposed a moratorium on additional discharges to
tributaries of New River in this area.
Based on the above, it is recommended that permit No. NCO031577 be modified to increase
the flow by 0.1 MGD to 0.220 MGD. Additional volumes should not be considered until
the questions concerning water quality in the New River are resolved by additional
studies.
It appears that secondary limits will be appropriate as in the existing permits.
