No (yes or no) If yes, explain attachments. WLA Notes SRB 2/4/91 Mercer Environmental Corporation / White Oak Estates. NCO031577 - Mercer has applied for a permit renewal for their 0.22 MGD facility. It is a phased construction, only 0.12 MGD currently in use. Since the last WLA was completed, two interacting discharges have been removed. - The facility was inspected 6/19/90 and found to be well run and in compliance. - The receiving stream, Northeast Creek, is tidal and class SC. Summer 7Q10 is 1.4 cfs. Northeast Creek is a trib. of the New River. - Instream data: During the summer of 1990, DO was below standard both upstream and downstream. Lowest DO concentrations were recorded in August of 1990 when average DO was 4.2 upstream and 3.2 downstream. The two summers preceding 1990 did not show DO violations. - Ambient stations: Ambient station 0209317585 is on Little Northeast Creek and has similar flow to Northeast Creek at Mercer. This station indicates that low DO is not natural, at least for Little Northeast Creek. In five years of ambient data only one DO recording was below 5.0. This stream is very close to Northeast Creek and has similar hydraulics. - Upstream of Mercer is a 0.3 MGD facility; Regalwood NC0032239. This facility has a BOD limit of 30 mg/l, no NH3-N limit. There is no instream data for this facility. - Mercer must meet nutrient control measures for the New River. Mercer was notified of nutrient limitations in a letter from Steve Tedder, dated March 26, 1990.
