Mercer, Jr. Mercer Environmental Corporation 1117 Gum Branch Road Jacksonville, North Carolina 28540 Dear Mr. Mercer: Alva EDEHNR Subject: NPDES Permit No. NC0031577 Authorization to Construct White Oak Estates Expansion Onslow County A letter of request for an Authorization to Construct was received September 12, 1996 by the Division and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of additional wastewater treatment facilities with a design flow of 0.1 MGD consisting of a 30,000 gallon flow equalization basin, a 150,000 gallon fine bubble aeration basin, a 19,974.gallon secondary clarifier, a 15,000 gallon sludge holding tank, a dual bed tertiary filter, a 2,098 gallon chlorine contact basin with gas chlorination and all piping and appurtenances with final discharge of treated effluent into Northeast Creek in the White Oak River Basin. This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES Permit No. NC0031577 issued July 21, 1997, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0031577. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by this Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. The Wilmington Regional Office, telephone number (910) 395-3900, shall be notified at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place inspection can be made. Such notification to the regional supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit, this Authorization to Construct and the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. The Permittee must also employ a certified back-up operator of the P.O. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding weekends and holidays, and must properly manage and document daily operation and maintenance of the facility and must comply with all other conditions of Title 15A, Chapter 8A, .0202. Once the facility is classified, the Permittee must submit a letter to the Certification Commission which designates the operator in responsible charge within thirty days after the wastewater treatment facilities are 50% complete. A copy of the approved plans and specifications shall be maintained on file by the Permittee for the life of the facility. The Operational Agreement between the Permittee and the Environmental Management Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of this Permit. Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143- 215.6C. The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local, state, and federal) which have jurisdiction. Topography: The facility is located on a gently downward sloping site with an elevation approximately 5' above MSL. 9. Location of nearest dwelling: There are houses approximately 300' from the plant site. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. Existing treatment facility: a. What is the current permitted capacity of the facility? 0.12 MGD with expansion to 0.22 MGD b. Date and construction activities allowed by previous Authorizations to Construct issued in the previous two (2) years. None C. What is the actual treatment capacity of the current facility? 0.120 MGD d. Description of existing treatment facility: The existing 0.120 MGD facility consists of two flow equalization basins with a total volume of 40,000 gallons , flow splitter box, three 40,000 gpd aeration basins, three clarifiers, tertiary filters chlorination sludge digesters, flow recording, phosphorus removal, and post aeration. 2. Description of proposed treatment facility: The project consists of constructing an additional 100,000 GPD treatment train containing the following components: 30,000 gallon flow equalization basin, 100,000 gallon aeration basin (actual volume is 140,698 gallons), 19,900 gallon clarifier, tertiary filters, chlorination and a 15,000 gallon sludge holding basin. 3. Residuals handling .and utilization/disposal scheme: Sludge is stored in an aerated sludge holding basin, treated to meet PSRP, and disposed of by land application. a. Residuals stabilization: Treatment plant classification: SIC Code: 4952 PSRP X PFRP Class "III" Plant Wastewater Codes: Primary: 05 Secondary: 03 Main Treatment Unit Code: 06103 Important SOC, JOC, or Compliance Schedule dates: N/A PART III - EVALUATION AND RECOMMENDATIONS The Wilmington Regional Office has completed it's review of the plans and specifications for the additional treatment train. The following concerns were noted during the review: 1. The clarifier indicates a side water depth of 8.5 feet at the lowest point. For consistent operation a minimum side water depth of 10 feet should be required. 2. Stricter limits should be imposed for ammonia and phosphorus due to the nutrient sensitive water classification of the discharge point. Additional phosphorus may need to be removed which may require more chemical addition and additional sludge generation. This being the case, more sludge holding capacity may be needed. 3. All flow will exit the plant in the existing flow box. The ability of the meter and box to handle the additional flow has not been shown. Proper weir size should be provided in order to provide reliable flow data. 4. In the event that the City of Jacksonville annexes the area, then we should require that the discharge be ceased at the earliest possible date and that they connect to the City's land application system.
