Please find enclosed the MTBE Reduction Plan for Colonial's Greensboro facility. The actions implemented within the plan are both
process changes and Best Management Practices (BMPs). I searched NCDENR's website for an MTBE Reduction Plan form but
wasn't able to find one. Since this is a fairly new permit condition, there may not be a standard form developed. Hopefully, this one
will adequately serve to meet this permit condition.

MTBE Reduction Plan
Plan Action No. 1) Colonial Pipeline Company is currently in the process of phasing out or at least significantly
reducing MTBE concentrations from most of the grades of gasoline we transport.
Plan Action No. 2) At the Greensboro facility, we have implemented procedures that will mitigate the chances of
gasoline from getting into our oiltwater separators. It is now procedure to place washtubs below our pipeline
displacer traps prior to opening the trap doors. This should prevent gasoline from getting onto the trap pads and
migrating to the separators, thus reducing the chances of dissolved contaminants such as MTBE from being
discharged to our retention ponds.
