Project Narrative
Dante martin Vet Clinic
The 0.94 acre site is located at 14810 US Hwy 17, northeast of the intersection with NC 210 in
Hampstead, NC. The site is zoned GB. Proposed improvements are consistent with this zoning
and include a +/- 4,500 sf Veterinary clinic and associated site improvements.
The site is presently vacant and mostly clear of trees and vegetation, except for a stand of low
trees in the southeastern corner. A residence, accessory structure and driveway were located
on the site as recently as 1998, but has since been removed. The site slopes from US 17 to the
rear, where a 404 wetland is located. Portions of this wetland are to be filled to allow access to
and adjoining property.
Proposed access to the site is by a single driveway off of US Hwy 17. Internal drive aisle widths
within the development are sufficient to allow fire apparatus access to the rear of the building
with adequate space to turn around. The drive aisle and parking will be surfaced with asphalt.
Water service shall be provided by a tap of the Pender County Utilities water main located in
the adjacent shoulder US Hwy 17. Sewer service shall be provided by a private grinder pump
station which discharges to a Pluris sewer force main in the opposite shoulder of US Hwy 17.
Power reliability shall be provided by an onsite generator capable of operating the pump
station via a manual transfer switch. Installation of the force main shall be by directional drill
with the consent of NCDOT.
Stormwater runoff will be collected in inlets and conveyed to a storage basin located in the
southeast corner of the site. The basin is sized to store the difference in runoff between the
pre- and post -development 1 your, 24 hour storm events. This storage volume will be pumped
to a subsurface infiltration trench located in sandy soils at the front of the site. The pump rate
is set to draw down the basin within 72 hours. Storm events which exceed this design storm
are discharged across a riprap reinforced weir at the rear of the storage basin.
Erosion control is accomplished through the temporary use of a gravel construction entrance
and silt fence around the site perimeter. To avoid clogging the infiltration trench, the collection
system and storage basin will be cleaned of excess sediment after the site is stabilized and prior
to activating the pump.
