The subject proposal has wetland impacts less than 0.10-acre, but the overall development, Corolla Bay, had
wetland impacts during development. Individual lot impacts should be avoided, as likely expressed during
overall project development, since lots should have been designed to be buildable. If not avoided, cumulative
impacts should be considered for individual lots and subdivision development and mitigated accordingly.
