She recommended the following process: 1. ORC Validates and Certifies EDMR, which goes to Operations Manager for Approval and Submittal. 2. 24 hours for processing. After the 24 hours, 3. Operations Manager should sign and send documentation back to ORC, who signs and submits to State of NC. 4. Both certifier (ORC) and approver (Operations Mgr.) should sign the EDMR. I advised Ms. Scott that this is backwards from the Chain -of -Command and that this was also different from what was requested by NC, since the inception of the EDMR's, which we were one of the first to perform. The facility was found to- be compliant with the NPDES permit. The inspection findings are detailed below and an inspection checklist is attached. I. Permit The permit expires next on August 31, 2016. A renewal notice should be mailed to you from our Raleigh office approximately 8 months prior to expiration. H. Self -Monitoring Program The monthly self -monitoring reports (DMRs) were reviewed for the period January 2014 through December 2014. The facilitywwas found to,be compliant with final NPDES effluent limits for the above period. In regarda to the permit monitoring requirements, it was noted that all sampling was, performed per the frequencies specified in the permit. III. Facility Site Review There are two separate discharges of stormwater from the facility. The first involves stormwater from the truck loading -rack drain area. Flow Measurement The permit requires episodic flow monitoring. The discharge from the oil/water separator and activated carbon system is measured using a totalizing meter. The discharge' from the diked secondary containment structure is estimated using the rational method. Both discharges tie into the same outall pipe. V. Records/Reports A comparison of the December 2014 DMR with the corresponding certified laboratory data sheets from R&A Labs showed that all of the results were properly transcribed onto the. self -monitoring report. Additionally, it was noted that the releases from the oil/water separator and the secondary containment area are now accurately totaled on the DMR for the specific days that a discharge occurs. VI. Effluent/Receiving Waters The discharge pipe is located outside the perimeter fence and empties to a roadside ditch along Burnt Poplar Road. The effluent eventually reaches a tributary of East Fork Deep River, class "WS-IV *" waters of the Cape Fear River Basin.. No effluent was being discharged on the day of the inspection. I've always been knowledgeable of the fact that "any" testing must be reported on the EDMR. I should have looked closer at the test report to resolve the location discrepancy while you were still here. I've already communicated with Sid Champion (R & A Labs) on the GN2 discharge information and he said that should not be a problem. My management was inquiring on a report and I told them that you normally get that out as soon as you can, most of the time within a week or two. I might have to discharge soon after the "thaw" if we get what they say we're supposed to get. Thanks for your guidance. The facility appeared to be competently operated and maintained. The inspection found Kinder Morgan to be in complete compliance with the NPDES permit.. The inspection findings "are detailed below and an inspection checklist is attached for your records. I. Permit The NPDES permit was reissued with an effective date of October 1, 2011. The permit expires next on August.31, 2016. II. Self -Monitoring Program Monthly self -monitoring reports (DMR's) were reviewed for the period January 2012 through December 2012. The facility was found to be in complete compliance with final NPDES effluent limits for the above period. In regards to the permit monitoring requirements, it. was noted that all sampling was performed per the frequencies specified in the permit. III. Flow Measurement The permit requires episodic flow monitoring. Flow is calculated based on total rainfall per area. The discharge is controlled manually by a locked release valve. VI. Facility Site Review The Kinder Morgan Terminal #2 facility has truck loading -rack drains followed by an oil/water separator as well as diked secondary containment areas for the tank farm. This terminal does not have a settling pond prior to discharge from the- tank farm. Although referenced on the Supplement to Permit Cover Sheet, there is not an active discharging groundwater remediation treatment system.
