Ward Water Filtration Plant — City of High Point NPDES Permit No. NCO081256 Guilford County Dear Mr. Pickett: PAT MCCRORY Governor DONALD R. VAN DER VAART Secretory S. JAY ZIMMERMAN . Director On December 17, 2015, Mike Mickey of this office met with. you to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Ward Water Filtration Plant (WFP). The treatment facility was found to be compliant with the NPDES permit., The inspection findings are detailed below and an inspection checklist is attached. I. Permit The NPDES was finally reissued March 1, 2015 and expires next on August 31, 2016. A renewal notice should be mailed to you in the near future. H. Self -Monitoring Program The monthly discharge monitoring reports (DMR's) were reviewed for the period January 2015 through October 2015. The facility was found to be compliant with the final NPDES effluent limits for the above period (See data summary attached). In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. III. Flow Measurement The NPDES permit contains two outfalls. Outfall #002 (north lagoon) is the primary discharge point. Flow at this outfall is measured using a Siemens ultrasonic meter and parshall flume. This. meter was last calibrated on October 16, 2015 by City of High Point staff. Outfall #001 (south lagoon) only discharges if solids are being removed from the north lagoon. Flow at this outfall is estimated by measuring water height in the flume. IV. Sludge Handling and Disposal Solids from the settling ponds are periodically removed every three or more years by dewatering with portable centrifuges. The last removal event occurred in June and July 2015. Operations and Maintenance The facility was competently operated and maintained. No problems or concerns were noted. VI. Facility Site Review The wastewater treatment components consist of the following: two 10 MG settling basins (operated in series), tablet dechlorinator unit and effluent flow measurement. The system discharges daily through outfall #002. VII. Records/Reports A review of thefacility files found the operators records to be complete and maintained according to the permit. A comparison of the October 2015 self -monitoring report with the corresponding operator records showed that all field measurements were transcribed onto the DMR correctly. VIH. Effluent/Receiving Waters The system discharges into an unnamed tributary to Richland Creek, class "WS-IV *" waters in the Cape Fear River Basin. The effluent was clear on the day of the inspection. For the review period January 2015 through October 2015 the Ward WTP was found to be compliant with all effluent limits and monitoring requirements. A review of the October 2015 DMR found that all values were transcribed correctly from the operator's records for pH and total residual chlorine. The High Point Laboratory performs the analysis for the remainder of the parameters. Toxicity testina beaan in April 2015 with re -issuance of the Dermit. The last six chronic toxicity tests of the effluent have passed. The permit requires quarterly testing with no limit. Comment: , The wastewater is aenerated from "sludae blowdown" from the uDflow clarifier alona with filter backwash from the filters. There are two 10 MIS settling basins that are operated in series. Outfall #002 (north lagoon) is the primary discharge point and has a tablet dechlorinator unit and ultrasonic flow meter. For outfall #001 (south lagoon), a discharge would only occur when accumulated solids are removed from the north lagoon using_ portable centrifuges. Removal typically occurs once every 3 or more years. The last solids removal from both lagoons occurred in June and July of 2015. A siemens ultrasonic meter with parshall flume is used to measure flow at outfall # 002. This meter was calibrated by High Point staff on October 16 2015. Since outfall #001 is used infrequently, the flow is not metered but will be estimated if necessary by measuring the water height at the parshall flume. Right now I am dealing with lots of lost data due to some "glitch" downtown having lost several files, some of those being 100's of tests I entered over the last few weeks. I know it is in our database and they did at least a test for July 2015, I'm not sure about October because I think the data entry was lost. I am in the process of re-entering all that was lost! Ugh! I will try to address the problem of that facility not being included on the printout. But, they are testing and reporting it to me. The treatment facility was found to be compliant with all effluent limits and monitoring requirements of the NPDES.permit. The inspection findings are detailed below and an inspection checklist is attached for your records. I. Permit The NPDES permit expired on August 31, 2011. It is expected that the individual permit will be reissued in the near future. Please continue operating under the expired permit until reissuance. H. Self -Monitoring Proeram The monthly self -monitoring reports (DMR's) were reviewed for the period January 2014 through October 2014. The facility was found to be compliant with the final NPDES effluent limits for the above period (See data summary attached). In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. III. He has been busy, as we all have. All four of us [Maureen, Joe, Bob, me] have backlogged renewals due to the overall volume of work and the reduced staff in our Unit. We started out with seven people in 2004. That has been cut to five, and Derek [occupying the 5th seat] isn't doing renewals yet. I'm sure that if High Point had expressed great concern, Bob would have prioritized their renewal. I wish I had a better answer for you, but that's how things are. Ward Water Filtration Plant — City of High Point NPDES Permit No. NCO081256 Guilford County Dear Mr. Pickett: Dee Freeman Secretary On February 2, 2012, Mike Mickey of this office met with you to perform a Compliance Evaluation Inspection on the NPDES wastewater discharge from the Frank L. Ward Water Filtration Plant (WFP). This type of inspection consists of two basic parts: an in office file review and an on -site inspection of the treatment facility. The inspection found the Ward WFP to be in complete compliance with the NPDES permit. The attached EPA inspection form notes the eight (8) areas that were, evaluated for this inspection. The findings and observations are outlined below: I. Permit The City of High Point submitted a permit renewal request that was received in our Central Office on February 28, 2011. The NPDES permit expired on August 31, 2011. Please continue to operate under the expired permit until the permit is reissued. II. Self -Monitoring Program The monthly self -monitoring reports (DMR's) were reviewed for the period January 2011 through December 2011. The facility was found to be in complete compliance with final NPDES effluent limits for the above period (See data summary attached). In regards to the permit monitoring requirements, it was noted that all sampling was performed per the frequencies specified in the permit. Ill. Flow Measurement The WFP facility has two separate outfalls, each with a parshall flume. The NPDES permit currently requires instantaneous flow monitoring, however, the permit prohibits a simultaneous discharge from both -outfalls. The effluent flow from outfall #001/south lagoon is simply estimated using the parshall flume. Effluent flow from the outfall #002/north lagoon is measured using an ultrasonic meter at this parshall flume. Sludge Handling and Disposal Solids from the settling ponds are periodically removed every two to three years by dewatering with portable centrifuges. The dewatered sludge is then disposed of at the City of High Point landfill. V. Operations and Maintenance The facility appeared to be competently operated and maintained. No problems or concerns were noted. VI. Facility Site Review The existing NPDES wastewater treatment components consist of the following: two 10 MG settling basins (operated in series or separately), tablet dechlorination and effluent flow measurement. VII. Records/Reports A review of the facility files indicates that all records are being maintained according to the permit. A comparison of the November and December 2011 self -monitoring reports with the corresponding laboratory data sheets showed that all values were transcribed onto the DMR's correctly. Vill. Effluent/Receiving Waters The system discharges into an unnamed tributary to Richland Creek, class "WS-IV *" waters in the Cape Fear River Basin. Ward WTP has two 10 million gallon settling lagoons (14 feet deep) in series that are used to treat the filter backwash from the clarifiers. The facility is currently permitted to discharge filter backwash wastewater to an unnamed tributary to Richland Creek from the following outfalls: 1) Outfall 001 — discharge from the South Lagoon 2) Outfall 002 —discharge from the North Lagoon IV. Effluent / Receiving Stream The WTP discharges to an unnamed tributary to Richland Creek (Class C waters in the Cape Fear River Basin). The receiving waters appeared clear of solids and debris on the date of the subject inspection. Self-Monitorina Program Effluent samples are collected at the specified locations depending upon which outfall is being used. Upstream and downstream samples are collected at the designated locations. All sampling locations are marked with metal poles with cleared access. All monitoring was performed in compliance with the NPDES Permit No. NC0081256. A review of the discharge monitoring reports (DMRs) for the time period of July 2008 through July 2009 demonstrated that the Frank L. Ward WTP experienced no effluent permit limit violations. VII. Laboratory The City of High Point Laboratory conducts all of the sample analyses. The laboratory was not reviewed at the time of the subject inspection. VIII. Operations and Maintenance Preventive maintenance schedules are set up based on manufacturers specifications and are printed out automatically once a month from the Central shop and given to the maintenance personnel at the Frank L. Ward WTP. Most maintenance work is performed by the mechanical and electrical personnel that are assigned to the WTP from the City's Maintenance Dept. Equipment operations are monitored using a SCADA system. IX. Sludge Utilization/Disbosal Sludge removal is expected to begin in early 2010. X. Other The newly reissued permit includes a Total Residual Chlorine (TRC) limit of 17ug/L effective March 1, 2008. In order to meet this new TRC limit, the facility must have some means to dechlorinate. Currently, the only chlorinated water being discharged into the lagoons is filter backwash water. The City conducted a short term "pilot study" to assist in determining if the proposed system is capable of achieving compliance with the new TRC limit. Results of this study demonstrate that the system has consistently met the new TRC limit. All that remains to be completed is the submittal of an Authorization to Construct for the proposed system.
