This letter addresses our conversations regarding the 401 Water Quality Certification Permit submitted on
October 9", 2009 for the Deep River Road Realignment project in Guilford County, NC. We have made the
requested changes to the original drainage design in accordance with your previous requests for more
stormwater management at the site.
The first change is the installation of a pre-formed scour hole outside of the Zone 2 buffer around the
drainage feature north of the intersection of Deep River Rd. and Willard Rd. (Refer to Plan Sheet 9). The
second change is the separation of runoff from new impervious surface and that from existing roadway and
offsite near the intersection of Eastchester Rd. and Deep River Rd, (Sheet 8). The runoff from new
impervious surface will be discharged at approximately Sta. 22+00. Where separation of new impervious
surface runoff is impractical, a larger portion of existing roadway surface was substituted (New=3165 sq it,
existing=4830 sq ft). Runoff from the substituted area will also be discharged near Sta. 22+00. The third
change is a more substantial energy dissipater at the outfall at Station 22+00 (Sheet 7). The distance from
that new outfall to the closest USGS stream is approximately 600 feet.
An additional change is in page 5 of the PCN form. Due to drainage design revisions, the permanent stream
impact (S1) has been shortened from 40 to 30 linear feet.
Refer to the attached plan sheets (old and new) for the revisions in the design. Please let us know if any of
the revisions will create any problems with our current permit application. The City is hoping to construct the
project later this year.

The project is being undertaken to help alleviate existing traffic problems and safety issues at the insection of Deep River
Road and NC Hwy. 68 (Eastchester Drive).

The project involves the relocation of Deep River Road through the construction of a new five-lane, curb and gutter
section facility from existing Deep River Road at Sunset Hollow Drive to NC Hwy. 68 (Eastchester Drive) at Lake Forest
Drive. The proposed project is located within the High Point city limits, east of Eastchester Drive at Oak Hollow Lake.
The length of the new road is approximately 2,200 feet. This project also includes a new intersection at Willard Rd.
Existing Deep River Road will end at Willard Road and the existing intersection of Deep River Road and Eastchester
Drive will be abandoned.
