Dear Mr. Walker:
On July 30, 2020, staff from the Division of Water Resources (DWR) performed a compliance
inspection of the Seagrove-Ulah Metropolitan Water District WWTF wastewater irrigation system.
This compliance inspection was conducted by DWR staff persons Caitlin Caudle and Patrick
Mitchell. Accompanying DWR staff on this inspection was Larry Chilton, ORC, and Russell
Welch, Back-up ORC. This inspection of the facility reflected compliance with permit No.
WQ0002648. The following items of concern were noted:
1) Per Permit Condition III.1 the facilities shall be properly maintained and operated at all
times. At the time of inspection, a water diversion ditch was noted to be clogged with debris
and sediment, resulting in over ground flow eroding a gravel drive leading to the sludge
basin. Please repair this diversion ditch and associated piping to prevent damage to
structures down gradient and limit impacts to septage trucks hauling solids from the
residuals basin.
2) Per Permit Condition III.6 irrigation equipment shall be tested and calibrated at least once
per permit cycle. Please calibrate the irrigation equipment by September 30, 2020 and
keep the records on file for at least five years.
3) In a review of select irrigation zones two sprinkler heads were not operating correctly.
Please ensure irrigation zones are being monitored to guarantee sprinkler heads are
working properly and necessary repairs are being made.

Inspection Summary:
On 7/30/2020 staff persons Caitlin Caudle and Patrick Mitchell conducted a routine compliance inspection. Accompanying
on the inspection was Larry Chilton, ORC and Russel Welch, BU-ORC. The facility was found to be compliant. The following
items of concern were noted:
• Two spray heads in soil sampling zone 1 were not operating correctly when a review of select irrigation zones was
conducted. Please ensure that all irrigation heads are functional and necessary repairs are made.
• A setback waiver will be required if a building close to the wastewater treatment plant is sold to a new owner. A copy of
the setback waiver was provided after the inspection via email.
• A storm water diversion ditch and associated underground piping were noted to need repair. The ditch appeared to be
clogging the pipe with sediment and debris, causing water to flow over ground and erode the driveway leading to the sludge
basin. This could impact septage trucks attempting to haul solids from the sludge basin, and potentially impact the down
gradient structures.
• A separate review of March and April's monthly self monitoring reports showed missing parameters and flow not being
monitored continuously. The permit requires reporting flow through the wastewater plant continuously and certain parameters
be sampled three or four times a year. Please report flow continuously on future NDMRs and monitor parameters at required
frequencies. This will be addressed in a separate correspondence.
• The irrigation system had not been calibrated to date. The permit requires irrigation systems to be calibrated once per
permit cycle. A calibration document was provided after the inspection via email, once the calibration is complete please
keep a copy with your records. A reminder the current permit expires September 30, 2020.
• Residuals removal records are kept with daily maintenance logs. Moving forward, please keep copies of the receipts
from the residual hauler.
• Flow meters measuring influent flow are not included in the current permit description.
• An Operations and Management Plan was not present on site. An engineer has been hired to design an O&M plan that
better represents the current flow path and operations.
• The pumps meant to transfer effluent from the existing lagoon to the new lagoon are not connected to the new lagoon
Before operation of the new lagoon, the pipes connecting the pumps and new lagoon should be installed.
• The first splitter box receiving influential flow has two pipes open that lead directly to the effluent storage pond and to the
industrial treatment lines. These pipes could lead to potential bypasses of the treatment system during high flow events.
Staff appreciate the extra care taken by ORCs with the maintenance of the wastewater system and irrigation system.

Comment: There are two digestors and clarifiers listed in the permit, a 30,000 GPD and 60,000 GPD. The
60,000 GPD unit and associated components are nonoperational. There is also an influent flow
meter not listed in the permit. These missing and nonoperational components will be addressed
in the new permit.
