NCDEQ staff have recently requested that Duke Energy Carolinas, LLC (Duke Energy) submit a permit
renewal application for the Riverbend NPDES Stormwater Permit number NCS000549, to maintain the
permit while the agency finishes review of the permit rescission request and no exposure certification
submitted for the site on October 21, 2019 and October 7, 2019 respectively.
As indicated in our previous submittals, there is no industrial activity at the site that would require
continuing NPDES stormwater permit coverage. Steam electric energy generation and ash excavation and
transport have been completed and have permanently ceased at the site. Duke Energy requests both the
No Exposure certification for the Lark maintenance facility and Rescission or expiration of the subject
permit be completed as previously requested.
In response to the agency's request however, Duke Energy attaches a:
1. Renewal Application Form,
2. SPPP Certification Form,
3. Map of site drainage areas,
4. Analytical and Visual Summary Spreadsheets and
5. Drainage area Descriptions.

Industrial Activities
The drainage area for the proposed stormwater outfall SWO18 covers a total
and Description
area of 8.8 acres. The majority of stormwater is generated due to runoff from
the substation pad. This stormwater will be collected using a network of
catch basins and storm drains and subsequently conveyed to a detention
basin and then discharged through the new outfall. The detention basin will
also receive sheet flow from a grassed area around the substation pad. The
area where the substation pad is built used to be the coal stock pile area
when the plant was under operation. The substation pad will be covered with
6 inches of #57 stone and contain various electrical equipment including
transformers, circuit breakers, and metering devices. The substation will be
built in two phases. Phase One will be the construction of a 1001kV switchyard
and Phase Two will be the 44kV transformation yard. The transformers
containing mineral oil will be located in the 44kV yard. Drainage will be
routed to a 10,000 gallon oil water separator (proposed for construction) prior
to discharge into the detention basin.

The drainage area includes runoff from the wooded area west of the W.F.
and Description
Lark Fossil Maintenance Facility; flow is then overland to a creek leading to
Mountain Island Lake. This drainage basin includes approximately 11,000
square feet of roofed area and 33,000 square feet of paved parking area.
There is about 250 feet of paved access road. Approximately 70 percent of
this drainage basin is paved or roofed.
Well water circulates through the heating/cooling unit at the W.F. Lark Fossil
Maintenance Facility and is discharged at this outfall as non -process
wastewater. The system is a closed loop, and maintenance chemicals are
not added.

Summary Per correspondence with NCDEQ on August 28, 2017, Permit NCS000549
will be rescinded when the coal ash is fully remediated, however, the W.F.
Lark facility shall be covered under NCG000496 under the metal fabrication /
maintenance category.

This drainage area includes approximately one-half acre of the slopes below
and Description
the Lark Maintenance Facility. Approximately ten acres of lawn area border
the plant access road. Drainage from the three acre, upper 230 kV
switchyard is discharged into a concrete ditch which leads to this outfall.
About 900 feet of paved access road and 800 feet of railways border this
area. Approximately 5 percent of this drainage basin is paved.

Oil: Switchgear equipment in the upper 230 kV yard contains

approximately 6,700 gallons of oil. A 400 gallon oil rupture

collection tank collects drainage from the two station service
transformers which contain a total of 226 gallons of mineral oil.
Runoff from the upper 230 kV switchyard is discharged into a
concrete ditch running along the north side of the yard. The ditch
passes under the plant access road through a 36 inch diameter
CMP. The west end of the CMP has a swing gate which would be
closed to help contain oil spillage from the switchyard.

Industrial Activities This drainage area includes runoff from the 44 kV switchyard, lower 230 kV
and Description switchyard, and a portion of the main switchyard; these areas cover 3.5 acres,
including half an acre of yard and parking. To the south of the main switchyard,
there are approximately 4.3 acres of lawn area.
The railroad embankment along the eastern basin boundary is sloped at a ratio
of 1.5 horizontal to 1 vertical (1.5H: 1 V). The embankment and railways cover
approximately 2.3 acres. About one mile of railways and one-third mile of
paved roadways pass through the area. Due to the removal / closure of the ash
basin, ash hauling is no longer occurring onsite.
Approximately 35 percent of this drainage basin is paved. All runoff from this
drainage basin is processed through the 10,000 gallon oil separator tank #2.
There is a vehicle rinse area within this basin, but the effluent is not discharged
through this outfall because it is routed to the ash basin through the septic
system.
Effective July 7, 2017 a new Erosion and Sediment Control Plan (GASTO 2017-
016) was approved for the 100kV Switchyard Demolition and Stormline
Installation (Phase 6). This new E&SC Plan necessitated replacement of the
existing SW002 stormwater discharge pipe, which occurred on 9/18/17 by
Earnhardt Grading. The original discharge has been abandoned in place.
Significant Oil: The 44 kV switchyard contains a total volume of 5,000
Materials/Potential gallons of mineral oil. The main switchyard is only
Pollutants partially located within this drainage area. Transformer
7A and its 7,500 gallons of mineral oil are located in this
drainage area. Some switchgear equipment has
containment pits beneath them. In addition, the diesel
fuel storage tank (280 gallons) and unloading
operations are located here on the east side of the
powerhouse.

including half an acre of yard and parking. To the south of the main switchyard,
there are approximately 4.3 acres of lawn area.
The railroad embankment along the eastern basin boundary is sloped at a ratio
of 1.5 horizontal to 1 vertical (1.5H: 1 V). The embankment and railways cover
approximately 2.3 acres. About one mile of railways and one-third mile of
paved roadways pass through the area. Due to the removal / closure of the ash
basin, ash hauling is no longer occurring onsite.
Approximately 35 percent of this drainage basin is paved. All runoff from this
drainage basin is processed through the 10,000 gallon oil separator tank #2.
There is a vehicle rinse area within this basin, but the effluent is not discharged
through this outfall because it is routed to the ash basin through the septic
system.
Effective July 7, 2017 a new Erosion and Sediment Control Plan (GASTO 2017-
016) was approved for the 100kV Switchyard Demolition and Stormline
Installation (Phase 6). This new E&SC Plan necessitated replacement of the
existing SW002 stormwater discharge pipe, which occurred on 9/18117 by
Earnhardt Grading. The original discharge has been abandoned in place.
Significant Oil: The 44 kV switchyard contains a total volume of 5,000
Materials/Potential gallons of mineral oil. The main switchyard is only
Pollutants partially located within this drainage area. Transformer
7A and its 7,500 gallons of mineral oil are located in this
drainage area. Some switchgear equipment has
containment pits beneath them. In addition, the diesel
fuel storage tank (280 gallons) and unloading
operations are located here on the east side of the
powerhouse.

This drainage area includes approximately one-half acre of the slopes below
and Description
the Lark Maintenance Facility. Approximately ten acres of lawn area border
the plant access road. Drainage from the three acre, upper 230 kV
switchyard is discharged into a concrete ditch which leads to this outfall.
About 900 feet of paved access road and 800 feet of railways border this
area. Approximately 5 percent of this drainage basin is paved.

Oil: Switchgear equipment in the upper 230 kV yard contains

collection tank collects drainage from the two station service
transformers which contain a total of 226 gallons of mineral oil.
Runoff from the upper 230 kV switchyard is discharged into a
concrete ditch running along the north side of the yard. The ditch
passes under the plant access road through a 36 inch diameter
CMP. The west end of the CMP has a swing gate which would be
closed to help contain oil spillage from the switchyard.

Well water circulates through the heating/cooling unit at the W.F. Lark Fossil
Maintenance Facility and is discharged at this outfall as non -process
wastewater. The system is a closed loop, and maintenance chemicals are
not added.

The drainage area for the proposed stormwater outfall SW018 covers a total
and Description
area of 8.8 acres. The majority of stormwater is generated due to runoff from
the substation pad. This stormwater will be collected using a network of
catch basins and storm drains and subsequently conveyed to a detention
basin and then discharged through the new outfall. The detention basin will
also receive sheet flow from a grassed area around the substation pad. The
area where the substation pad is built used to be the coal stock pile area
when the plant was under operation. The substation pad will be covered with
6 inches of #57 stone and contain various electrical equipment including
transformers, circuit breakers, and metering devices. The substation will be
built in two phases. Phase One will be the construction of a 100kV switchyard
and Phase Two will be the 44kV transformation yard. The transformers
containing mineral oil will be located in the 44kV yard. Drainage will be
routed to a 10,000 gallon oil water separator (proposed for construction) prior
to discharge into the detention basin.
