The City of High Point has retained Stantec Consulting to provide design services for the relocation of Deep River Road at the intersection of Deep River Road and Eastchester Road. The project will consist of relocating the current intersection of Deep River Road and Eastchester Road to where Lake Forest Drive intersects Eastchester Road. The purpose of the Deep River Road relocation project is to improve safety for all travelers and reduce traffic congestion through the corridor. Anticipated growth in the surrounding area is expected to increase traffic volumes in the following years on this major thoroughfare intersection. Stantec has also been retained to provide environmental services related to permitting. Two drainage features and their associated Randleman Lake watershed riparian buffers are located within the project's disturbance area. The first stream, Unnamed Tributary 1 (UT-1) to the West Fork of the Deep River is an intermittent stream located on the northeast side of the proposed intersection of Deep River Road and Willard Road. The general flow direction for UT 1 is from west to east toward another Unnamed Tributary that flows from north to south into the West Fork of the Deep River. Unnamed Tributary 2 (UT-2) and Unnamed Tributary 3 (UT-3) to the West Fork of the Deep River are perennial streams located on the south side of the proposed intersection of Deep River Road and Eastchester Road. UT-2 begins at a culvert outfall under NC 68 (Eastchester Road), while UT-3 flows from east to west for approximately 25 feet before converging with UT-2. New road fill associated with a new turn lane on Eastchester Road will result in 40' of permanent impacts to a perennial stream (UT-2). Randleman buffers will also be impacted by this road widening. The proposed impact to the buffer of UT-3 is a temporary impact created by the installation of a temporary rock check dam associated with a temporary sediment basin required by the Sediment and Erosion Control Act. Upon completion of the project, the temporary rock check dam will be removed and the impact site will be restored to pre-construction conditions. The area of both impacts will be less than the area threshold requirement for buffer mitigation. The proposed riparian buffer impacts have been quantified and are included in the PCN form. A reasonable effort has been made to minimize the impacts of the roadway drainage design to the riparian buffer of the Unnamed Tributaries located within the Randleman Lake Watershed. Box 230 High Point, North Carolina 27260 Re: Drainage feature located at Willard Road and Deep River Road, High Point, NC, Randleman Rule (15A NCAC 02B.0250) Surface Water and Stream Origin Determination Dear Mark: The Engineering Services Department conducted a site visit on April 17, 2009, to identify the existing drainage feature located at the intersection of Deep River Road and Willard Road. The drainage feature is not indicated as a stream on the City of High Point Geographical Information System (GIS), USDA Soil Survey of Guilford County, USGS Quadrangle Map, or the City of High Point Water Supply Watershed Map, This drainage feature was evaluated using the North Carolina Division of Water Quality Stream Identification Form. The results of the evaluation indicate that for the section of the drainage feature beginning at the outlet of the existing 24" RCP located on the east side, of Deep River Road, and ending 69' downstream, does not possess sufficient riparian characteristics to be classified as surface waters for the purpose of application of the requirements of ISA NCAC 02B .0250, Randleman Lake Water Supply Watershed: Protection and Maintenance of Riparian Areas. Stream buffers are not required for this section of the drainage feature. However, the section of the drainage feature downstream of the point referenced above does possess sufficient riparian characteristics to be classified as intermittent surface waters for the purpose of application of the requirements of ISA NCAC 02B .0250. Stream buffers will be required for this section of the drainage feature. Please note that the drainage feature was only evaluated to a point located 242' downstream of the existing 24" RCP that was referenced above. At this point an existing RCP under Willard Road discharges into the drainage feature. The characteristics of the drainage feature appear to change somewhat at this confluence.
