Included in this cover letter is our description of a major project alteration due to a downturn in the economy as well as the City of Raleigh's justification of a variable-width utility easement as depicted on the attached site plans. The reason for this explanation is we had engaged in various discussions with regulatory staff concerning this project which included a utility corridor much longer than what is depicted on the current plans, and supporting documentation and concurrences from those agencies reflect the original length of the project. These documents include "Buffer I/P Calls", Threatened and Endangered Species Review, and Historic and Cultural Resources Review. The project alteration involves shortening the proposed utility corridor by approximately one third and no adjustment in the planitmetric location. Consequently, we feel that the supporting documentation obtained from other agencies referencing the original project is sufficient. Please do not hesitate to let me know if that is not the case. In an August 29, 2009 phone call with Jamie Shern of the US Army Corps of Engineer (USCOE) Raleigh Field Office, I provided Mr. Shern with a description of the proposed project and was advised that this project would most likely be considered within the threshold of a Nationwide Permit 12. Furthermore, I met with Lie Gilleski on September 28, 2009 and discussed with her the proposed project. The engineer's responses to her comments, including avoidance and minimization measure, are enclosed herein as an attachment. This is no longer the extent of the project corridor. The City of Raleigh and Town of Knightdale have decided to connect the proposed force main to the existing force main along Grasshopper Road, terminating the project at this point. The existing force main is owned and operated by the City of Raleigh and currently serves the Town of Wendell and Wendell Falls community. The existing force main discharges to gravity sewer near the head of the City's Neuse River Wastewater Treatment Plant (WWTP). The City had considered extending the proposed force main along Poplar Creek beyond Grasshopper Road and discharging to the headworks of the Neuse WWTP which is the next available downstream discharge point along Poplar Creek. The City and Town concluded from information provided by McKim & Creed and the Town of Wendell that the existing force main could accept the design flow from the proposed pump station while still allowing the existing pump stations connected to the force main to operate within acceptable conditions. This eliminated the need for nearly 15,000 LF of additional force main along Poplar Creek thereby reducing the potential environmental impacts for the project. The attached site plans depict a permanent maintenance easement and a temporary construction easement that varies in width. Easement widths are based on the widths required by the City of Raleigh Public Utilities Department per their Handbook or updates to the Handbook. The City's minimum permanent sewer easement width for gravity sewer is 30'. The width increases as the pipe size increases at particular intervals. Additional easement width may be required if the sewer is installed deep enough that more width would be required to excavate the line in the future for repair. The City's minimum easement width for sewer force main is 20'. The permanent sanitary sewer easement width between Poole Road and Grasshopper Road is 60' wide to allow for the proposed force main, installation depth, maintenance capacity, and additional planning capacity that may eventually take the proposed pump station off line should the City elect to design such a system. Explain the purpose of the proposed project: The Upper Poplar Creek Sanitary Sewer Extension will allow the City to abandon two existing City pump stations as part of the initial project and provide the ability to extend additional gravity main (from the interceptor) in the future to two other existing City pump stations (thereby abandoning those two stations also). By collecting flow at the existing pump stations and diverting flow to the new interceptor the project will remove antiquated infrastructure from the City's sewer collection system in the Mingo Creek sewer basin where capacity is very limited. The proposed improvements will also provide for safe and reliable sewer service to the Poplar Creek sewer basin customers. 3e. Describe the overall project in detail, including the type of equipment to be used: The Upper Poplar Creek Sanitary Sewer Extension project includes construction of approximately 20,000 LF of 8" through 30" gravity sewer, a new vacuum primed wastewater pumping station at Poole Road and approximately 4,300 LF of 16" sewer force main. The gravity sewer interceptor will extend northward along Poplar Creek from the proposed pump station at Poole Road to the north side of the railroad right-of-way in Knightdale. Two 8" sewer mains will be extended from the interceptor to existing City of Raleigh wastewater pump stations. The mains will connect to the existing sewer system and divert flow to the interceptor, thereby allowing the two existing wastewater pump stations (Flowers Street PS and Wil-Ros PS) to be abandoned. The force main will extend southward along Poplar Creek from Poole Road to Grasshopper Road where the line will be connected to the existing 16" sewer force main serving the Town of Wendell and Wendell Falls Community. All activities will be performed in accordance with Best Management Practices and the NC Sediment and Erosion Control Planning and Design Manual. Typical trenching, earth moving, and lifting equipment (i.e., backhoe, trackhoe, crane, etc.) will be used for the installation of the utility line.
