Storm Water Program:
On behalf of S. T. Wooten Corporation.,Wasiela Consulting PLLC (WC) is
submitting the enclosed Notice of Intent(NOI) for coverage under General
Permit NCG160000 for the S. T. Wooten Corporation Jacksonville Asphalt facility
owned by S. T. Wooten Corporation. The asphalt plant was recently purchased
from Morton Trucking, Inc./Eastern Asphalt and is co-located with adjacent
trucking and mining activities. This facility was previously covered under
Morton Mine NPDES General Permit NCG 020000 (COC NCG020755) and
constructed in 2012-2013. S. T. Wooten Corporation has purchased the asphalt
plant along with 10-acres of land located internal to ongoing Morton Mine
activities. This NOI submittal is necessary due to transfer of ownership.
Storm water from the asphalt plant industrial activities drains to the active mine
area via yard inlet structures and pipes that discharge water at two outfall
locations: "A" and "B" (as shown on attached Figures 2 and 3). Storm water is
then co-mingled with dewatering operations within the mine that discharges to
an onsite 6.9-acre pond. Discharge from this pond is noted as Outfall 01.
As this asphalt facility was originally developed and operated by the current
owner of onsite mine and trucking operations,the storm water collection system
does not segregate the various overall site activities. Therefore, the current
outfall location(Outfall 01)used for NPDES compliance for existing mine
operations is also proposed for the S. T. Wooten Corporation Jacksonville
Asphalt facility.
