On December 8, 2005, the 401 Oversight/Express Permitting Unit of the Division of Water Quality received a
faxed and emailed request from Aaron Cooper of Soil & Environmental Consultants, PA, regarding a project
known as "Winston Ridge Plantation-Phase 1" for acceptance into the Express Review Program. This letter
advises you that your project will be accepted into the Express Review Program once the following items are
received:
1) The application fee of $3,000.00, based on the impacts and project type noted in your Initial Interest Form
[made payable to the North Carolina Division of Water Quality];
2) Five (5) complete and collated copies of the PCN Application;
3) One (1) copy of the Addendum to the PCN Form; and
4) Five (5) copies of the required and supplemental information pertaining to this project including diffuse flow
measures required by the Tar-Pamlico Riparian Area Protection Rules.
Thank you for your attention to this matter. Please keep in mind that the clock for this project will not start until
receipt of the application package and required fee are received.
